PeopleSoft Enterprise Architect & Operations Manager-REMOTEKey ResponsibilitiesEnterprise Architecture & StrategyDefine and maintain enterprise technology roadmaps aligned with business objectives.Provide architectural guidance for cloud adoption, modernization initiatives, integrations, security, and scalability.Review and approve solution designs, ensuring alignment with enterprise standards and best practices.Identify and mitigate architectural risks, technical debt, and legacy system constraints.Technical Operations LeadershipLead and oversee CAPPS Technology Operations activities.Serve as the primary escalation point for complex technical issues.Manage technical teams, vendors, and managed service providers.Monitor project delivery, team performance, and operational effectiveness.Drive continuous improvement of processes, standards, and governance.CAPPS Application & Platform SupportSupport CAPPS Financials, HR/Payroll, Recruit, STARR, and related systems.Coordinate technical activities among internal teams, external agencies, vendors, and stakeholders.Oversee system upgrades, deployments, integrations, disaster recovery, and security initiatives.Support service desk operations, monitoring, and incident management activities.Security & ComplianceEnsure compliance with security frameworks, regulatory requirements, and IT controls.Participate in audits, risk assessments, and security reviews.Maintain architecture, configuration, integration, and change management documentation.Ensure accessibility compliance with WCAG 2.1 standards.Vendor & Contract ManagementManage vendor relationships and hold service providers accountable to contractual obligations.Participate in procurement activities, technical evaluations, and contract reviews.Review deliverables, SLAs, technical standards, and operational performance metrics.Skills Required 20+ years of experience supporting CPA or similar large-scale enterprise application environments.20+ years of experience developing and managing enterprise technology roadmaps.10+ years of leadership experience managing technical teams and managed service providers.10+ years of experience delivering executive-level presentations and stakeholder communications.10+ years of experience managing enterprise IT projects and technology initiatives.Strong knowledge of SDLC methodologies, data integration, data quality, and enterprise architecture practices.Extensive experience with IT security controls, governance, and compliance.Experience with ITIL-based service management processes.PeopleSoft FSCM or HCM 9.2PeopleToolsPeopleCodeApplication DesignerOracle Database (11g or higher)SQLPS QuerySQRApplication EngineCAPPS Central production support and deployment activitiesService Desk administration and supportITIL FrameworkAgile and SDLC methodologiesNIST and Information Security FrameworksPreferred QualificationsExperience supporting CAPPS Central for 100+ agencies and multiple hub environments.Experience with CPA legacy statewide financial systems.Experience developing technical specifications for IT procurements.Strong understanding of software and hardware management best practices.Experience gathering business requirements for large enterprise programs.Soft SkillsExcellent leadership and decision-making abilities.Strong communication and stakeholder management skills.Ability to work independently and in cross-functional teams.Strong analytical, problem-solving, and organizational skills.Experience managing competing priorities in a fast-paced environment.
