The Program Analyst IV will provide senior-level analytical, operational, and program management support for complex initiatives and organizational priorities. This position supports operational, administrative, analytical, and strategic initiatives while ensuring professionalism, responsiveness, accuracy, and compliance with applicable federal policies, procedures, and security requirements. Work may be performed onsite within the Washington, DC metropolitan area with potential telework opportunities depending on program and client requirements.\n\nESSENTIAL DUTIES AND RESPONSIBILITIES\nDevelop life cycle cost analyses, program evaluations, and operational assessments to support agency efficiency and effectiveness.\nEvaluate organizational structures, staffing levels, workflows, and administrative procedures to recommend process improvements.\nAnalyze management information requirements and develop reporting systems, data collection methods, and evaluation processes.\nResearch and recommend new business practices, automation tools, and administrative solutions to improve operations.\nReview proposed legislation, regulations, and policies to determine impact on agency programs and operations.\nDevelop and revise administrative policies, procedures, program goals, and operational guidance.\nConduct organizational studies related to productivity, efficiency, staffing, and internal controls.\nSupport the development and implementation of administrative control systems to safeguard agency assets and resources.\nReview audit findings, investigative reports, and operational assessments to recommend corrective actions and process improvements.\nServe as a Subject Matter Expert (SME) for Reasonable Accommodation (RA) matters, providing guidance to employees, applicants, supervisors, and management.\nDocument, track, monitor, and manage assigned reasonable accommodation requests in compliance with applicable laws and regulations.\nAdvise managers on essential job functions, workplace barriers, and accommodation solutions for employees with disabilities.\nProvide guidance and interpretation regarding employee relations policies, procedures, regulations, and compliance requirements.\nSupport employee and labor relations activities, including conduct and performance actions, grievance matters, and workplace dispute resolution.\nAssist with disciplinary and adverse action case reviews, documentation analysis, and case strategy support.\nSupport matters involving third-party proceedings, including grievances, arbitration, MSPB, FLRA, and related employee relations activities.\nProvide consultative support related to benefits administration, work-life programs, and other employee relations initiatives.\nPrepare reports, summaries, recommendations, and documentation to support leadership decision-making and program operations.\nExperience performing duties related to the Program Analyst IV labor category.\nStrong written, verbal, analytical, and organizational skills.\nAbility to manage multiple priorities in a fast-paced professional environment.\nExperience supporting federal, consulting, or government operations preferred.\nHigh level of proficiency in Microsoft Office Suite required.\nAbility to communicate effectively with leadership, stakeholders, and project teams.\nStrong attention to detail and ability to maintain confidentiality.\nAbility to work independently and collaboratively within cross-functional teams.\nMust be flexible in the approach to the delivery of work.\nMust be able to successfully pass applicable background and security requirements if required by the awarded program or task order.\nU.S. citizenship may be required depending on
