The program manager is expected to develop working relationships that span existing internal and/or external institutional missions and extend into new opportunities as policies, missions, and opportunities evolve. Programs are a complex set of related activities needed to produce products or services over time to meet customer requirements within a given mission area. Programs are often ongoing over multiple years and evolve in response to the customers changing needs. The customer may be an external body, such as a federal agency, or may be an internal organization within the Laboratory. Programs often are funded by a specific source, but may comprise similar activities funded by multiple sources.\nWhat You Will Do\nServe as a Science-Engineer Program Manager 4 (SCPM 4) of the Plutonium Mission Consolidated Support (PMCS) office which is managed by ALDWP Production Enterprise Services. PMCS is responsible for the management of crosscutting support services that enable consistent, efficient, and standardized operations across all plutonium mission areas. The selected individual will provide vision, strategic and tactical planning support for a portfolio that will oversee approximately $400M of scope in FY26 executed by multiple DOE ALDs.\nWhat You Need\nExpert-level knowledge of program and project management methodologies, including the development of project plans, work breakdown structures (WBS), and work packages; management of scope, schedule, budget, and performance baselines; and documentation of baseline reports and change control activities.\nProven experience supporting cross-organizational coordination by working with internal Work Package Managers and line management teams to maintain clear communication and ensure portfolio alignment.\nDemonstrated expertise in risk management, including identifying portfolio risks, developing and implementing mitigation strategies, recommending risk acceptance or avoidance, and monitoring/reporting on the progress of mitigation plans in coordination with executing organizations.\nStrong ability to develop and maintain strategic relationships with internal and/or external stakeholders, fostering trust and transparency to support program success.\nExperience facilitating monthly program status reviews, engaging Work Package Managers and line organization leadership to report on progress, surface issues, and drive accountability.\nExperience mentoring junior staff, providing guidance on program planning, performance tracking, and successful execution of program deliverables.\nAbility to apply strategic, cross-disciplinary insight to contribute to the development of a comprehensive, integrated annual plan (e.g., Five-Year National Strategic Plan – FYNSP), ensuring alignment with broader organizational goals.\nDesired Qualifications:\nWorking understanding of DOE plutonium missions.\nPrevious experience in supporting work in a production agency.\nProject Management Professional (PMP) certification.\nAdvanced technical degree.\nWillingness to take initiative on new tasks or projects.\nDemonstrated ability to successfully plan, organize, lead, and monitor a variety of team efforts to completion.\nPossesses advanced expertise in developing and executing process improvement initiatives.\nExperience utilizing EVMS principles.\nActive DOE Q clearance.\nExperience working with classified information/rednet account.\nEducation/Experience:\nPosition requires a bachelor’s degree in a science or engineering related field, from an accredited institution and 12 years related experience; or, an equivalent combination of education and technical experience directly related to the occupation.\nAn advanced engineering or science degree with experience related to nuclear materials production and process development is highly desired.\nPosition typically requires at a minimum a bachelors degree and at least twelve years of related experience, or an equivalent combination of education and experience. At this level, an advanced degree may be expected.\nPosition Commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory.
