This position is expected to be based in San Antonio, Texas, and to operate in the immediate vicinity of San Antonio.\n\nIn this role, you will be responsible for program scope development, scope management, governance, risk, schedule, cost, and commercial performance to meet client goals and objectives on major capital efforts. You will plan and define program goals, devise methods to accomplish them, and develop in-depth knowledge of client objectives, contract terms, and corporate policies. This role is suited for leaders who can oversee large, complex, multi-stakeholder programs and coordinate execution across technical, procurement, construction, and closeout functions.\n\nParsons’ experience delivering complex programs, combined with your background coordinating major efforts through all phases of project inception, planning, design, pre-construction, construction, commissioning, and turnover, will propel your career and leadership opportunities forward. We need our Senior Program Managers to be versatile, enthusiastic, and effective in highly collaborative, team-oriented environments with exceptional communication, analytical, organizational, and leadership skills.\n\nResponsibilities\n\nAbility to communicate effectively, orally and in writing, and to prepare correspondence, written reports, presentations, and executive-level briefings for clients, stakeholders, and senior leadership.\nLead scheduling and coordination of program activities across planning, design, pre-construction, construction, commissioning, and closeout phases.\nAbility to manage interdisciplinary teams of professionals and supporting labor categories across large, multi-phase programs.\nAbility to integrate competing and conflicting elements into planning and execution processes so program requirements flow smoothly across technical, operational, schedule, and budget priorities.\nExperience managing programs with complex approval processes, stakeholder coordination, and rapid decision-making requirements.\nMobilizes company resources, through liaison with support departments, other offices, or subsidiaries, to create program teams capable of completing effective, quality work.\nDiscusses the qualifications required of key program positions in specific detail with profit center and department managers.\nCollaborates with office and field leadership to address staffing, workspace, and operational requirements.\nActs as the Company representative with the client and selected subcontractors during program execution.\nNegotiates changes to the scope of work with the client and key subcontractors.\nMarkets and secures additional work with client.\nResponsible for following up on instructions and commitments associated with the program.\nMay participate in negotiations with regulatory agencies and in public meetings in support of clients.\nOversees establishment of Program Execution Plan, Health and Safety Plan, Quality Assurance/Quality Control Plan, governance framework, risk-management processes, and other documents as required. [3]\nEstablishes program requirements for all areas of the effort and monitors draft and final deliverables for adherence to these criteria.\nResponsible for development and distribution of a concise program description to all members of the project team for reference.\nWorks with other managers, project engineers, field staff, and discipline leads to develop budgets, schedules, and plans for various program elements and ensures that the program meets or exceeds goals established in these plans. [3]\nWorks with key team members to devise and execute action plans to rectify potential cost overruns or delays, or to accommodate significant changes to scope. Advises the client and company management of any such changes. Responsible for maintaining current and timely change orders and scope-control actions. [3]\nPromotes technical and commercial excellence on the program through application of Quality Assurance processes.\nMonitors and reports to management on progress of all program activity, including significant milestones and any conditions that would affect cost, schedule, quality, safety, or operational continuity.\nEstablishes weekly meetings to review program status and formulate action items.\nSupports continuous on-site coordination and program oversight as required for successful delivery.\n\nQualifications\n\nBachelor’s degree in Project Management, Engineering, Construction Management, or related technical/business field.\n15+ years of related program or project management experience on large-scale capital programs.\nBroad general technical and business background.\nExperience leading large, complex, multi-stakeholder programs, preferably on efforts involving planning, design, pre-construction, construction oversight, commissioning, and closeout.\nExperience managing mega-scale programs exceeding $500 million in total installed cost is preferred.\nProfessional registration may also be required.\nMust have the ability to manage programs, interface with clients, and remain engaged in technical and execution issues throughout delivery.\nComprehensive knowledge of industry standards.\nIncumbent must meet Parsons’ project management certification requirements.\nProven ability to perform in a management capacity, with excellent written and oral communication skills.\nDemonstrated strength in governance, risk management, schedule and cost control, stakeholder coordination, and leading high-performing teams in accelerated delivery environments.\nMust be willing to live in, or relocate to, San Antonio, Texas.\n\nSecurity Clearance Requirement:\n\nNone\n\nThis position is part of our Federal Solutions team.\n\nThe Federal Solutions segment delivers resources to our US government customers that ensure the success of missions around the globe.
