The manager will implement appropriate sourcing strategies to control the company’s purchased material costs and to assure an adequate source of supply will be provided while managing and optimizing supplier performance; including continuous improvement,\ninnovations, obsolescence and reduction in total cost of ownership.\nSupport ESA’s efforts for staff retention and performance development.\nManage the procurement process including international procurement and tendering.\nFacilitate the management of relationships with major suppliers for timely performance of the procurement process in the acquisition of quality assured commodities.\nWorks under the direction of the Supply Chain Director in the preparation and execution of contract mechanisms, including purchase orders and major framework agreements with vendors.\nWorks closely with the Production Planning and Operations Managers on production quantities and scheduling.\nWorks closely with the Quality Assurance Manager on product specifications and other product quality issues, and to ensure that all commodities procured under this contract meet the appropriate standards for quality, efficacy and safety or other such appropriate standards.\nFollows procurement policies and standard operating procedures. Will assist in developing standard operating procedures.\nEnsures that procurement is carried out in accordance with program contractual requirements, including US Federal Acquisition Regulations (FAR and DFAR).\nContributes to the preparation of requests for approvals and/or waivers.\nMonitors manufacturer performance and proposes solutions if problems arise.\nEnsures that procurement data in the MRP system is maintained and up to date.\nWorks with the freight forwarding team to expedite fulfillment of emergency orders as it applies to specific contract actions or negotiations.\nWorks with the manufacturer, in-country teams and programs in support of commodity registrations as required.\nManage and facilitate all facets of supply management activities within the commodity groups and their suppliers.\nImplement sourcing strategies to support company and business unit objectives, providing the company competitive advantage in the areas of materials, supplies, and services.\nLocate, analyze, and develop a consolidated supplier base to meet current and future commodity needs.\nCreate and maintain mutually beneficial long-term partnerships with suppliers to foster feedback and continuous improvement.\nNegotiate and manage all vendor pricing agreements for assigned commodities.\nManage suppliers, cost, quality, and delivery performance.\nUnderstand, track, and forecast the key cost drivers and market factors for assigned commodities.\nImplement appropriate sourcing strategies to control the company’s purchased material costs and to assure an adequate source of supply.\nDevelop commodity team understanding of financial cost planning and market trend reporting for commodity group.\nDrive continuous improvement in all aspects of the procurement process.\nDeveloping strategies for assigned commodities to include spend analysis, market and geographic considerations, strategic importance, etc.\nManaging and optimizing supplier performance, including continuous improvement, innovations, obsolescence and reduction in total cost of ownership.\nMaintains and promotes sound relationships with suppliers and the business community\nSupport attainment of Process Based Leadership Scorecard Goals.\nOther related duties as assigned by supervisor.\n#LI-AP1\n\nQualifications\n\nEducation\nBachelor's degree is preferred, 5 to 10 functional experience may substitute\nAn Associate's degree is required\n5-10 years of functional (using skill set) experience is required\n5-10 years of management experience is required\n5-10 years of industry experience is required\nSkills and Abilities\nProven background in management of Purchasing Staff.\nStrong knowledge of commodity purchasing practices.\nQuality assurance systems and methods.\nStrong communication skill both verbal and electronic.\nAware of technical aspects associated with the production of the goods to be produced.\nStrong program/project management experience.\nFAR/DFAR - strong working knowledge.\nAerospace, Military or similar industry.\nDemonstrated electronic/mechanical knowledge.\nKnowledge of fixed pricing agreements and vendor managed inventory.\nTravel/ Physical Requirements\nWork is usually conducted in an office, warehouse and aircraft hangar atmosphere.\nExposed to typical aircraft maintenance conditions such as engine noise, riveting, dust and chemical fumes, none of which to the extent of being intolerable.
