GRADE24LOCATION OF POSITION45 Calvert Street, Annapolis, MD 21401Main Purpose of JobThe Senior Advisor for Planning and Operations will coordinate, implement, and oversee management, operations, and administration initiatives across the Department of Budget and Management (DBM). Reporting to DBM’s Chief Operating Officer/Chief Financial Officer, this role will support agencywide and cross-team work, particularly in the Divisions of Budget and Financial Management, Procurement and Contract Management, and Fleet and Travel Management. Duties may include overseeing or coordinating agency operations and planning, organizing, implementing, administering, and supervising the application of departmental policies, directives, and procedures.This role will support a broad range of Departmentwide and Statewide planning, analysis, and administration efforts. Assignments may include responsibilities such as strategic planning; coordination and tracking of organizational performance management; best practices research; process and operational improvement initiatives; data analysis, visualization, and reporting; analysis of financial reports to identify potential issues, trends, and opportunities; and organizational culture and employee engagement projects. Specific issue areas may include financial management, budgeting, accounting, procurement, contract management, fleet and travel management, space utilization and management, records retention policies and systems, and other operational responsibilities.This position requires a versatile leader and team player who can assist with modernizing management practices, building relationships across teams and stakeholders, and driving process and operational improvements.This is a management service position that serves at the pleasure of the appointing authority.**The position is telework eligible, with a hybrid schedule including at least 2-3 days per week on-site.The Ideal Candidate Will Have The Following An aptitude for strategy, communications, organizational development, performance management, data analytics, and collaboration; Ability to analyze data, define problems, identify alternative solutions, project consequences of proposed actions, recommend options, and implement approved solutions in support of goals; Excellent oral and written communication skills; Disposition to seek and accept input and assistance from others; Ability to exercise sound judgment and maintain confidentiality; and Demonstrated ability to work collaboratively and respectfully with management, colleagues, and external stakeholders.POSITION DUTIES Assists in the direction of the daily operations of the division; Facilitates and manages innovation, operational, and business process improvement initiatives, including researching best practices, evaluating improvement opportunities, proposing and/or implementing internal policies and procedures, and collaborating across DBM divisions; Develops, implements, and manages short- and long-range plans for program operations and resources; Establishes overall program goals, standards and controls to meet program objectives and oversees their achievement; Manages organizational performance systems to regularly review performance data, monitor operational and program performance, and identify areas for improvement; Plans, coordinates, and manages organizational culture and employee engagement initiatives; Supports planning, analysis, formulation, and execution of DBM’s annual operating budget, including preparation and analysis of financial reports to identify potential issues and trends and quarterly development of revenue and expenditure projections; Supports procurement and contract management processes; Supports fleet and travel management systems, leveraging data to identify and create efficiencies; Oversees records retention policies, planning, and systems; Leads regular emergency management and continuity of operations planning and drills; May work on sensitive and confidential projects requiring discretion and judgment in the release of information; and Performs other duties as assigned. Minimum QualificationsBachelor’s degree in a relevant field (such as Public Administration, Management, Business Administration, Business Analytics, Finance, or Accounting); andA minimum of eight years of professional experience, ideally in project planning, management, and operations.Desired Or Preferred QualificationsPreference will be given to candidates who have one or more of the following skillsets or experience: Demonstrated skill in project planning, management, and operations; Experience with planning, analysis, formulation, and execution of an annual operating budget; Demonstrated experience collaborating across multiple teams or department divisions, including the ability to help others understand and manage change; and Related experience with or in federal, state, or local government administration.EXAMINATION PROCESSThe assessment may consist of a rating of your education, training, and experience related to the requirements of the position.
