Proposal Manager

Job SummaryThe Proposals Manager is responsible for the organization planning and on schedule completion of a written proposal for high profile petrochemical projects.Job Duties/ResponsibilitiesThis role will own the definition of the commercial offer, pricing strategy, and negotiation approach, while working in close alignment with the Sales team.Lead and direct the full lifecycle of proposal preparation, ensuring compliance with client specifications and Axens’ Group internal governance, including de-risking and Engagement Committee processes.They will ensure the development of any individuals that will directly or indirectly report to this role.Analyze client inquiries, define technical scope and battery limits, and direct appropriate review of specifications by relevant engineering specialists.Develop proposal outlines, compliance matrices, and planning baselines, while leading progress tracking against schedule and deliverables.Lead, coordinate, and direct cross functional proposal teams (engineering, sales, procurement, project, legal), ensuring alignment and timely consolidation of all technical, commercial, and execution inputs.Identify, quantify, and mitigate technical, commercial, contractual, and execution risks throughout the proposal cycle, providing clear direction on risk response strategies.Lead the assessment, planning, and development of resource requirements (internal and external) necessary to support proposal activities, ensuring optimal allocation and capability alignment.Provide proactive feedback and recommendations to management on resourcing needs, capacity constraints, and capability gaps during the proposal process.Work closely with Procurement to direct sub vendor engagement, including technical and commercial clarifications and selection analysis, ensuring adherence to the Procurement “One Voice to suppliers” principle.Supports sub vendor and subcontractor solicitation, negotiation, and selection processes.  I believe this should remain only “Supports” as the lead would be on procurement side.Ensure a structured, complete, and seamless handover to execution teams upon, or prior to, contract award.Drive continuous improvement initiatives, including methods optimization, lessons learned integration, and market/competitor benchmarking.EducationBachelors in Construction Management or EngineeringWork Experience5 years of field service experience or construction cost estimatingRequired SKILLS/ABILITIES: Excellent verbal and written communication skills.Excellent interpersonal and customer service skills.Proficient in Microsoft Office Suite or related software.Excellent organizational skills and attention to detail.Ability to work independently and build relationshipsQHSE REQUIREMENTSQualityTake responsibility for the sustainability of Axens and ensuring quality performanceReport any and all quality related issues or non-conformities to your managerMaintain awareness, proactively participate and support all Axens policies for quality managementAssist in the continual improvement of an effective Integrated Management System complying with the requirements of ISO 9001:2015Assist in achieving Site, Department, Regional and Global Quality Management Program goals and objectives.Health and SafetyTake responsibility for the health and safety of self and othersReport any and all health and safety incidents to your managerMaintain awareness, proactively participate and support all Axens policies and objectives regarding health and safetyAssist in the continual improvement of an effective Integrated Management System complying with the requirements of ISO 45001:2018Assist in achieving Site, Departmental, Regional and Global Health and Safety goals and objectivesEnvironmentalTake responsibility for the sustainability of Axens and protecting the environmentReport any and all environmental concerns or incidents to your managerMaintain awareness, proactively participate and support all Axens policies regarding environmental protectionAssist in the continual improvement of an effective Integrated Management System complying with the requirements of ISO 14001:2015Assist in achieving Site, Departmental, Regional and Global Environmental Management Program goals and objectives
