This position will be full-time and fully remote.\nResponsibilities:\nBuilds and codes applications and/or modules using languages such as C++, visual basic, ABAP, JAVA, XTML, etc. Provides patches and upgrades to existing systems. Involved in planning of system and development deployment as well as responsible for meeting software compliance standards. Prepares operating instructions, compiles documentation of program development, and analyzes system capabilities to resolve questions of program intent, output requirements, input data acquisition, programming techniques, and controls. May build add-on modules using application program language.\nAnalyzes detailed systems factors, including input and output requirements, information flow, hardware and software requirements, and alternative methods of problem resolution.\nPerforms modifications to and maintenance of operational programs and procedures.\nParticipates in code reviews to represent reviewed work for adherence to standards and specifications.\nWrites or revises program documentation, operations documentation and user guides in accordance with standards.\nEvaluates, sizes and selects technology components, such as software, hardware, and networking capabilities, for database management systems and application databases.\nDevelops, maintains, evaluates and documents administration of database tools and strategies.\nDesigns and implements data models and data access layers for new product functionality.\nQualifications:\nRequired Skills and Experience\nBachelor's with 8+ years (or commensurate experience).\nMust have a minimum of 8 years of experience working as an Oracle Developer and Oracle Expert (assist others); PL/SQL and SQL scripting\nMust have a minimum of 3 years working in an Agile environment (Scrum, Kanban, SAFe, DevOps)\nMust understand Unix resource and shell scripting and be able to design and discuss application architecture and design patterns when necessary.\nMust be a strong problem solver with the ability to quickly resolve technical and user issues\nMust be an excellent oral communicator with good writing and presentation skills.\nMust be a self-starter with demonstrable initiative and follow through skills\nMust be highly analytical and possess proven problem-solving abilities\nMust be able to conduct independent research to lead or support the resolution of complex questions and issues\nMust have full understanding of the Software Development Life Cycle\nMust have demonstrated experience planning and managing multiple tasks\nMust be able to identify/monitor space requirements for Oracle databases in development and production environments.\nPreferred Skills and Experience\nVA experience is a major plus\nOracle SQL Developer\nOracle PL/SQL Developer\nSQL*PLUS\nSQL*Loader\nPro*C\nEXP/IMP\nUnix shell scripting\nSQL Developer (nice to have)\nSerena Dimensions Configuration Management\nServiceNow\nVBA CRP Database (RFACS) experience\nClearance Required: Ability to obtain and maintain a Suitability/Public Trust Clearance.\nCompany Overview:\nGovCIO is a team of transformers-people who are passionate about transforming government IT.
