Come grow with us!\nTorch Technologies has an exciting opportunity for a Project Scheduler, Senior located in Kettering, OH (Dayton, WPAFB) to support our EPASS GB contract. As part of the AFLCMC/GB Business and Enterprise Systems Directorate, the Maintenance Repair and Overhaul Initiative (MRO) is a DOTMLPF-P transformation and standardization of both the business processes and enabling materiel solution which provides Air Force Sustainment Center (AFSC) with an integrated capability for planning, scheduling and executing organic depot maintenance to support agile planning, optimized workload assignment, resource allocation and integrated quality. The MRO materiel solution is a web-enabled system operating wholly within the .mil network. It implements a configured Oracle enterprise Business Suite (eBS) Commercial Off-The-Shelf (COTS) software product with 'complex MRO' being the core module for user interaction. This is supplemented with the integration of other necessary eBS suite modules plus Reports, Interfaces, Conversions and Extensions (RICE) objects which are deemed necessary to provide the required functionality. MRO implementation is divided into four software releases with capabilities to plan, schedule and execute organic depot maintenance processes within the commodities, electronics, missile and propulsion maintenance groups. MRO replaces dissimilar legacy systems and processes used across numerous geographic locations with a common enterprise business system that optimizes resource and workload assignments, facilitates what- if planning and frees-up logistics capacities aimed at improving capabilities availability to the warfighter. MRO operates within a Defense Information System Agency (DISA) hosted environment and interfaces with various legacy systems to support continuous operations within the depot maintenance environment.\nAs a Project Scheduler, Senior your duties will include the following but are not limited to:\nDevelop and manage a comprehensive Integrated Master Schedule (IMS) aligned with DoWI 5000.75 for BCAT I business system programs.\nTranslate functional capability planning (capability drops, MVPs, and functional increments) into actionable schedule artifacts integrated with Agile delivery timelines.\nEnsure IMS supports capability delivery planning, system implementation, and decision support processes including Functional Requirements Evaluation, Functional Sponsor approval, and Business Capability Lifecycle (BCL) events.\nCoordinate with Functional Leads, Product Owners, Scrum Teams, and government stakeholders to reflect accurate sprint/increment timelines, dependencies, and delivery milestones.\nProduce IMS technical outputs including:\nGANTT charts\nNetwork logic diagrams\nCritical path analysis and risk-adjusted timelines\nIntegrate Agile constructs (sprints, backlogs, epics/features) with BCAT reporting structures to ensure traceability of business outcomes to schedule milestones.\nAlign scheduling efforts with documentation and events required by DoWI 5000.75, including:\nCapability Needs Statement (CNS)\nBusiness Case Analysis (BCA)\nAcquisition Strategy and Implementation Plans\nSupport cross-functional schedule integration across cybersecurity, testing, functional governance, and enterprise architecture.\nFacilitate schedule reviews and deliver updates to Air Force PMOs, Functional Sponsor organizations, and oversight bodies (e.g., SAF/AQ, SAF/CN).\nAnalyze schedule performance trends and provide recommendations for corrective actions to keep programs aligned with defined cost, schedule, and capability goals.\nSupport the preparation of artifacts required for BCL governance reviews, including Functional Capability Boards (FCBs) and Milestone Decision Authority (MDA) briefings.\nRequired Qualifications:\nU.S. Citizenship\nAdvanced Degree (MA/MS) in Business Administration, Management Information Systems or other relevant discipline and 10 years of experience, 5 of which must be in the DoW, or\nBA/BS Degree in Business Administration, Management Information Systems or other relevant discipline and 12 years of experience in the respective technical/professional discipline being performed, 5 of which must be in the DoW, or,\n15 years of directly related experience with proper certifications, 8 of which must be in the DoW.\nPossesses the advanced knowledge, experience and recognized ability to be considered highly skilled in their technical/professional field.\nPossesses the ability to perform tasks independently and oversee the efforts of junior and journeyman contractor personnel within the technical/professional discipline.\nDemonstrates advanced knowledge of their technical/professional discipline as well as possess a comprehensive understanding and ability to apply associated standards, procedures, and practices in their area of expertise (Program Office, Enterprise and Staff Level Support interface).\nDemonstrated experience with BCAT I or other major business system programs\nExpertise in Microsoft Project, including master-subproject linking, critical path tracking, and baseline analysis\nDeep understanding of DoWI 5000.75, business capability acquisition lifecycle, and governance artifact\nStrong working knowledge of Agile and DevSecOps delivery models, especially as applied in DoW environments\nProven ability to translate Agile roadmaps and backlog priorities into integrated schedules\nMust have and maintain an active Secret clearance.\nPreferred Qualifications:\nCertified Scrum Master (CSM) or SAFe Agilist certifications desired.\nMust be proficient with MS Office applications (Word, PowerPoint, Project, Excel, Outlook, etc.)\nKnowledge and proficiency with MS Project is required for this position\nMust be familiar with using MS Teams and MS SharePoint for project collaboration\nExperience with managing Air Force Risk Management process in support of the acquisition process\nA working understanding of Agile Development\nPrior experience supporting Air Force PMOs, AFLCMC, or SAF-level business system programs\nPrior experience with DoW Acquisition programs under DoW 5000.02 or 5000.75 policy\nFamiliarity with Atlassian Tools;
