The Finance Manager supervises the finance staff and ensures the Agency’s programmatic work is carried out in a manner consistent with its Mission and strategic plan. The Finance Manager works with program directors to ensure that the case managers are integrated into development efforts including fundraising opportunities and program strategies. The Finance Manager serves as a secondary liaison to the Board of Directors and assists in board communications and activities.\nKEY RESPONSIBILITIES:\nProvide strategic direction for accounting, budgeting, financial planning and reporting.\nOversee grants management, cash flow, and funding compliance.\nManage audits, procurement, and risk management.\nSupervise and enhance accounting software and systems to improve efficiency and accuracy.\nEnsure compliance with GAAP, government regulations, funding requirements, and agency policies.\nPromote strong fiscal stewardship and long-term financial sustainability.\nDUTIES:\nPrepare budgets and establish budget controls and prepare periodic financial statements and reports.\nAnalyze and recommend all Agency budgets and necessary amendments to the Executive Director and Board of Directors.\nProtect and manage all Agency funds and assets to ensure compliance with all applicable laws and regulations regarding grants and contracts.\nOversee cash disbursement while monitoring cash flow.\nAccounts payable for the Agency and all postings of checks.\nWork with Director of Human Resources and Administration to coordinate Agency benefits.\nMaintain Agency accounting software, including weekly backing up of the system.\nVerify payroll timesheets, staff mileage submissions, and leave amounts.\nPayroll checks or direct deposit and supporting reports, including FICA, SUTA, and Federal Tax submission.\nManage accounting staff and duties in accordance with established accounting systems and Generally Accepted Accounting Principles.\nEnsure all general accounting duties are conducted efficiently and accurately, including bank reconciliation, purchase orders, budgeting, record management, accounts payable, and accounts receivable.\nAssist in the timely submission of all funding applications and contracts of the Agency.\nAssist in the preparation of tax returns for the Agency.\nEnsure audits are conducted in a timely manner and audit reports are submitted to the appropriate parties.\nEnsure audit recommendations are followed and findings are resolved.\nDevelop and implement procedures consistent with Agency policies.\nAdvise and consult with the Executive Director on proposed actions, regulations, funding requirements, and policy concerns that may affect the Agency, its programs, or operations.\nProvide direction and technical assistance to staff as needed.\nDelegate work assignments to ensure efficient and effective scheduling of assignments to staff in fulfilling the Mission and activities of the Agency.\nServe as a spokesperson for the Agency under the direction of the Executive Director.\nMaintain good working relationships and communications with other Community Action Agencies, government agencies, and funding sources.\nSKILLS/QUALIFICATIONS:\nFormal equivalent of a bachelor’s degree in accounting, finance, business administration, or related field.
