Location: Lansing, MI (Hybrid Locals Only)Duration: 12 MonthsInterview Type: In-personBusiness Analyst 4This position functions as a senior‐level Business Analyst supporting mission‐critical applications for Newborn Screening (NBS) and Environmental Health programs. The analyst serves as the primary liaison between program areas and IT, ensuring that public health systems meet operational, regulatory, and data integrity requirements. These applications are critical for tracking resources and producing reports for Public Health. The resource is integral to supporting and improving MDHHS automated processes, streamlining critical business processes, data integrity, SEM/SUITE compliance, and securing the applications. As a lead, the resource participates in a variety of assignments that provides for the enhancement, integration, maintenance, and implementation of projects. The resource also provides application oversight to business analysts in the team that support other applications. Not having a resource on staff will lead to delays and errors on the reports that MDHSS will have to manually process and delay support of applications and projects. This would significantly reduce the quality of Public Health services provided by the State of MichiganJob ResponsibilitiesLead requirements gathering sessions with program staff supporting Newborn Screening and Environmental HealthDevelop and maintain:Business Requirements Documents (BRDs)Functional SpecificationsUser stories and acceptance criteriaConduct gap analysis and recommend system improvementsSupport and enhance:Newborn Screening applications (specimen tracking, results reporting, follow‐up)Environmental Health systems (sample tracking, chain of custody, lab reporting)Coordinate with IT staff and vendors to resolve defects and implement enhancementAnalyze and document end‐to‐end workflows:NBS specimen lifecycle and follow‐up processesEnvironmental sample collection, testing, and reportingIdentify opportunities for automation, standardization, and efficiency improvementsLead User Acceptance Testing (UAT):Develop test plans and scriptsCoordinate testing activities with stakeholdersDevelop training materials and conduct user training sessionsRequired QualificationsBachelor's degree in Information Technology, Computer Science, Public Health, Life Sciences, or a related field8+ years of professional experience in business analysis, systems analysis, or a related IT roleKnowledge of public health data systems and reporting requirements8+ years of developing, and implementing test plans and test casesExperience supporting Newborn Screening programs and Environmental Health8+ years of Requirements elicitation and documentation experience8+ years Process mapping and workflow analysis experience8+ years Data analysis and problem‐solving experience8+ years Test planning and execution (UAT)Experience with Azure DevOpsAbility to manage multiple priorities and deadlinesAbility to work effectively with cross‐functional teamsKnowledge of Data integration standards (e.g., HL7, APIs)#J-18808-Ljbffr
