This role will provide enterprise-wide support to leadership in the design, planning/readiness, implementation, and maturity of various enterprise human capital initiatives and transformation efforts. HC Analyst support will primarily be aligned to the Talent Services functional areas, including Talent Management and Talent Acquisition, as well as the design and implementation of a new HR Operations function across OCHCO service lines.The HC Analyst shall have detailed knowledge of Federal HR and business operations such as program reporting, data analysis, business process design, documentation and mapping, organization design, training, user roles, and/or change management. Program support will include a broad range of requests for Agency-wide and Center assessments, continuous process improvement efforts, strategic initiatives, or systems enhancements to improve effectiveness and efficiency. This includes delivering technical, analytical, or consulting services support for projects, strategic planning activities, and stakeholder engagements with HC partners.The position is badged to NASA HQ in Washington, DC but will be performed remotely.DutiesCollect, validate, and analyze qualitative and quantitative data in accordance with plans, to identify trends, challenges, potential risks and opportunities; and recommend actionable solutions and program modifications.Create briefings on findings, conduct analyses, write reports and prepare presentations, agenda, general activities to support management and organization of programs. Creation and management of project and implementation plans and milestones associated will programs; such as process design and stakeholder engagement; calls, nomination, and selection processes; tracking of program requirements.Facilitate and support client meetings; including documentation of data calls, decisions, action items, communications plans, follow-up task and program materials across the lifecycle of the program. Creation of surveys and feedback mechanisms to assess program effectiveness and success rate. Creation of data visualizations; including trend analysis, dashboard development, document workflow mapping, and provide insights that inform decision-making for key stakeholders.Attend, participate in, and facilitate stakeholder meetings, as appropriate. Document and follow up on important actions items and decisions from meetings. Work in collaboration and partnership with program managers to support the design, implementation, and evolution of all HC programs and operational functions. Executes general project management support, including Planning & Scheduling, Risk & issue management, Ongoing monitoring & reporting on progress, Documentation and Knowledge Management Support, Communication & Change Management.May include occasional travel.QualificationsMinimum Graduate degree in related field of study, or bachelor’s degree with 2 years of experience in appropriate area of specialization, or 5 years of directly related experience with no degree.Minimum 1 year of consulting experience preferred.Prior experience in federal Human Capital transformation required.Strong advisory and consultive services as well as implementation of program/project management. Strong ability to independently manage multiple concurrent work activities while remaining responsive to numerous stakeholders, and delivering high quality work products.Detailed knowledge of federal HR/HC policies, practices, concepts, and procedures. Detailed knowledge and experience implementing project management practices, supporting tools, and/or agile scrum practices.
