Job Summary The Executive Director of Human Resources' responsibilities include, but are not limited to, leading and overseeing Employee Relations, Recruiting, Benefits, Compliance, and Training/Development functions for the Lamar Institute of Technology, Lamar State College Orange and Lamar State College Port Arthur campuses. This position will be a key stakeholder in our organizational strategy reporting to the VP for Finance and Operations & CFO. This is an exempt position. Duties/ResponsibilitiesAdvise leadership in areas such as Human Resources, change management, training and development initiatives, resource planning, and effective implementation of processes and programsDrive initiatives such as goal setting, measurement, performance feedback, and rewardsResponsible for compliance with State mandatesCoach supervisors and employees on various employee relations, compliance, and policy issues, and all support programs offered by the campusesMaintain comprehensive employee relations strategy, successfully resolving complex cases and maintaining strong stakeholder relationshipsOversee all investigations ensuring compliance with internal investigative procedural workflows, documentation expectations and retention, accurate policy interpretation and application, and the administration of risk mitigating resolutionsPersonally manage highly complex and executive-level investigations and employment mattersPartner with campus entities to ensure safety during investigation, adequate and timely communication, and the ultimate success of the resolution and supportive measuresSelf-perform and ensure team's regular follow-up on resolved cases to ensure compliance with non-retaliation policies and efficacy of resolution measuresServe as company representative in mediation, litigation, EEOC charge responses, etc.Continually promote a work environment centered around dignity and respect for all employees, students, vendors, and visitorsOversee leave of absence and accommodation administration, approvals, and tracking to ensure legal rights are administered properly and to prevent abuseConduct equity and market analysis to ensure competitive pay structuresManage recruitment processes to successfully fill faculty and staff roles while improving time-to-fill metricsDevelop and deliver manager training programs on performance management, legal compliance, and leadership developmentResponsible for policy development and maintenanceMaintain HRIS reporting compliance and oversee and/or directly manage all other HR reportingServe as Project Manager to implement new HR software, as neededOversee benefits administration (enrollment, reporting, COBRA compliance, etc.)Oversee ACA reporting process and employee notificationsManage the administration of each campus' HR Communications calendarConsult with general counsel, as neededDesign and oversee onboarding and offboarding processes; and employee experience initiativesCommunicate and update employee handbooks in compliance with state and system officeOversee maintenance centralized employee documentationWork with payroll and finance to ensure employees' timely and accurate paymentsResponds to internal and external audit requests that impact HRManage and oversee all Workers' Compensation claimsProvide ongoing support on special projects and other duties as assigned Minimum/Preferred Qualifications Minimum Qualifications:Minimum 10 years' relevant work experience in a broad scope of human resourcesBachelor's degree in human resources or equivalentSupervisory experience 5 years or an equivalent combination of leadership, related experience and advanced education.Highly knowledgeable about employment laws, including, but not limited to EEO, ADA, Title VI, VII, FMLA, PDA, FLSA, etc.Experience problem-solving with and for internal stakeholdersStrong communication skills and the ability to interact effectively with employees at all levels of the organizationProven ability to manage multiple projects simultaneously through teams and independently Preferred Qualifications:PHR certification (SPHR or GPHR) is preferred, if not have, must have in first year of employmentMaster's degreeHigher education experience preferred Supplemental Information This is a shared service position that requires a weekly on campus presence at each of the three colleges: Lamar Institute of Technology, Lamar State College Orange, and Lamar State College Port Arthur Lamar State College Port Arthur is an E-Verify Employer.
