We desire a strategic thinker that can align strategic business objectives to develop win strategies and proposal artifacts, guide the technical solution, knowledgeable in price to win, leads diverse teams, and drives PWIN up for Army IT programs.\n\nResponsibilities Include:\nLead the business case analysis, develop and implement the capture plan, and develop and execute the win strategy by leading a matrixed cross functional team\nDevelopment and implementation of capture plans including technical, management, past performance, pricing strategies, and win themes\nManage and communicate with internal and external stakeholders\nStrategic partnering across industry and vendors\nGap identification and analysis driving to unique and competitive solutions\nCoordinate all proposal activities, prepare various inputs, and oversee final proposal preparation and delivery\nRobust customer engagement leading to shaping successes\nWin theme and discriminator development proficiency\nExperience leading story board and color team reviews\nEffective use of cross business area/cross sector solutioning and resource loading to increase PWIN and drive best in class solutions\nExperienced in briefings to senior leadership\nManages and controls sales and marketing and bid and proposal budgets and expenses through sound budgetary techniques\nFinancial acumen both in new business fund management and strategic pricing\nStrong collaboration and team building skills\nConversant in strategic teaming and customer relationship building\nLong term strategy and campaign development for positioning in current and new markets\nPartner with business development for early opportunity identification, solutioning, and shaping\n\nRequired Education, Experience, & Skills\n\nBachelors degree plus twelve years of relevant work experience\nProactive attitude and desire to perform at a high level in a fast-paced environment\nSuccessful experience both managing and winning large (>$100M award) programs for the Army marketspace\nExperience leading capture teams in solution development for Army or similar DoD customer in Systems Integration, IT, Cloud, High Performance Computing (HPC), Data Centricity, or Cybersecurity programs\nExperience managing captures for all common Army contract types including leading development of solution development pricing strategies\nDemonstrated success in leading multiple captures simultaneously at various stages of the opportunity lifecycle\nAbility and desire to build and document data-driven capture strategies and plans\nAbility to lead diverse matrixed team comprised of Solution Architects, Engineers, Subject Matter Experts, and functional support teams to develop compelling, competitive solutions for customers\nAbility to develop strategic pricing\nKnowledge of customer community, relationships, and experience with procurement organizations in the DoD\nFederal contracting and procurement experience and knowledge\nAbility to communicate (written/oral) at the most senior levels of government and with internal executives\nAbility to think strategically\nProven ability to engage with customers to advance captures\nAbility to negotiate effectively with customers, industry partners, and teammates\nExperience leading large Army captures within industry-standard BD/Capture processes\nActive DoD security clearance\n\nPreferred Education, Experience, & Skills\n\nExperience leading and winning captures valued at $300M or greater\nTechnical acumen particularly in IT, cyber, HPC, data centricity, and/or cloud\nPrevious experience working as a Capture Manager for large Army IT programs\n\nPay Information\nFull-Time Salary Range: $147300 - $250400\n\nPlease note: This range is based on our market pay structures.
