Join us.\n\nJob Description\n\nWe are seeking an experienced Program Manager to lead the execution of large, multi-year environmental mine closure and reclamation programs, the largest of which is at the Questa Mine in northern New Mexico. This individual will be responsible for the safe, profitable, and technically successful delivery of a complex portfolio of environmental remediation, water management, earthworks, reclamation, support site services, and long-term stewardship projects.\nThe Program Manager will serve as the primary interface with the client, subcontractors, internal technical teams and potentially regulatory agencies; while leading multidisciplinary project managers, engineers, scientists, construction managers, and field personnel.\nThis role requires a strong blend of strategic leadership, technical understanding, commercial acumen, and exceptional stakeholder management capabilities.\nKey Responsibilities\nProgram Leadership\nLead overall execution of a multi-million-dollar environmental mine closure program.\nDevelop and execute annual and multi-year program delivery strategies.\nEnsure safe, predictable, and profitable delivery across multiple concurrent projects.\nEstablish program governance, reporting, risk management, and performance metrics.\nIdentify, engage and manage a variety of Subcontractors\nDrive a culture focused on safety, quality, environmental stewardship, and operational excellence, both with AECOM staff and subcontractors.\nClient Relationship Management\nServe as the senior day-to-day representative to the client.\nBuild trusted executive-level relationships.\nFacilitate program reviews and executive steering committee meetings.\nIdentify opportunities to improve project outcomes and expand services.\nManage client expectations through transparent communication and proactive issue resolution.\nProject Delivery\nProvide leadership across projects including:\nConstruction management\nEnvironmental compliance\nSustain Capital Maintenance work\nEnsure projects are delivered to achieve annual scope and outcome commitments:\nSafely\nOn schedule\nWithin budget\nIn accordance with permit requirements\nTo company quality standards\nCommercial Management\nManage overall program financial performance.\nOversee annual forecasts and operating plan developments.\nMonitor revenue, margin, backlog, and utilization.\nLead change order negotiations.\nReview subcontractor performance and commercial risk.\nSupport contract negotiations and claims management.\nWork with leadership on achieving contract key performance indicators.\nIdentify opportunities for operational efficiencies and cost savings.\nLeadership\nLead a multidisciplinary team of:\nProject Managers\nEngineers\nGeologists\nEnvironmental Scientists\nConstruction Managers\nField Technicians\nCraft Labor\nSubcontractors\nMentor future project leaders.\nFoster collaboration across technical disciplines.\nDrive accountability and high performance.\nHealth, Safety & Quality\nChampion a strong safety culture by:\nLeading visible safety initiatives\nConducting regular field visits\nSupporting incident reporting and investigations\nEnsuring compliance with:\nOSHA\nClient safety requirements\nCompany HSE standards\nPromote continuous improvement in quality management and operational excellence.\nPotential Regulatory & Stakeholder Coordination\nCoordinate with:\nFederal agencies\nState regulators\nTribal governments (where applicable)\nLocal communities\nLandowners\nEnvironmental organizations\nSupport permitting, compliance reporting, inspections, and regulatory negotiations.\n\nQualifications\n\nRequired Qualifications\nBachelor's degree in Engineering, Geology, Environmental Science, Construction Management, or related discipline.\n15+ years of progressive experience delivering environmental remediation, mine closure, or heavy civil infrastructure projects.\n7+ years leading large multidisciplinary project teams.\nDemonstrated experience managing programs exceeding $25 million annually.\nStrong understanding of:\nMine closure\nReclamation\nWater treatment\nEarthworks/Civil Projects\nEnvironmental permitting\nExperience managing complex EPCM or environmental consulting projects.\nStrong commercial and financial management skills.\nExcellent client relationship and communication skills.\nPreferred Qualifications\nProfessional Engineer (PE)\nProject Management Professional (PMP)\nMSHA certifications\nExperience with CERCLA, RCRA, NEPA, CWA, and NPDES permitting\nExperience working on legacy mining sites\nExperience with consent decrees and long-term environmental liabilities\nMaster's degree in Engineering, Environmental Science, or Business Administration is a plus.\nDesired Experience\nExperience leading programs involving:\nCapital projects\nMine reclamation\nAcid rock drainage mitigation\nTailings management\nWater treatment operations\nLarge earthworks construction\nGeotechnical stabilization\nStream restoration\nHabitat restoration\nEnvironmental monitoring\nLong-term stewardship\nExperience working in mountainous terrain and remote field environments is highly desirable.\nCritical Competencies\nExecutive leadership\nProgram management\nStrategic planning\nCommercial acumen\nClient relationship management\nContract management\nRisk management\nNegotiation\nTeam development\nDecision making\nConflict resolution\nFinancial management\nCommunication and influencing\nChange management\n\nAdditional Information\n\nAt AECOM, we are committed to maintaining a secure and trustworthy recruitment process and take any fraudulent hiring activity seriously.
