The Program Manager provides strategic oversight for enterprise IT service desk operations supporting users and mission-critical systems.\n*This position is contingent upon contract award.*\nResponsibilities\nDirect and oversee all task order operations, staffing, schedules, deliverables, and service desk support activities.\nDevelop, implement, and maintain the Program Management Plan (PMP), Transition-In Plan, and Transition-Out Plan.\nMonitor contractor performance against SLAs, KPIs, and quality metrics and implement corrective action plans as necessary.\nEnsure all personnel maintain required security clearances and compliance with government security policies.\nLead risk management, issue resolution, escalation management, and continuous service improvement initiatives.\nFacilitate weekly and monthly status meetings and provide detailed performance and cost reporting to Government leadership.\nCoordinate stakeholder communications, governance activities, and operational reviews.\nOversee process optimization, workflow improvements, and service modernization initiatives.\nEnsure compliance with ITIL-aligned service management practices and operational procedures.\nManage transition activities, staffing continuity, onboarding, and workforce retention.\nCoordinate with Tier 0–3 support leads, cybersecurity personnel, and enterprise stakeholders to ensure uninterrupted support operations.\nSupport surge operations, COOP/DR events, and special mission requirements as needed.\nOther duties as assigned.\nQualifications:\nYears of Experience: Minimum 10 years of experience managing enterprise IT operations or service desk programs in a federal environment.\nEducation Level: Bachelor’s degree in Information Technology, Business Administration, Computer Science, or related field.\nClearance Requirements:\nActive Secret Clearance.\nU.S. Citizenship required.\nCertification Requirements:\nPMP Certification (Required)\nITIL Foundation Certification or equivalent (Preferred)\nAny other work-related qualifications needed for the role:\nDemonstrated experience managing large-scale IT support contracts and multi-functional technical teams.\nExperience developing project management artifacts including project schedules, risk logs, communication plans, quality plans, and resource management plans.\nStrong experience with SLA management, performance reporting, and customer engagement.\nExcellent leadership, communication, organizational, and stakeholder management skills.\nProficiency with project management tools and methodologies.\nExperience supporting secure federal IT environments preferred.\nSupport may require participation in after-hours maintenance, incident response, and on-call activities.\nSalary Range: $145,000 to $175,000\nThe compensation range listed for this position represents the good faith salary range Diné Development Corporation (DDC) and its subsidiaries reasonably expect to pay for the role, in accordance with applicable state and local pay transparency laws.
