The West Central Indiana Economic Development District, d/b/a Thrive West Central (“Thrive”), is an innovative regional driver dedicated to enhancing community assets while improving the overall quality of life in West Central Indiana through complex problem-solving, quality service, and collaborative partnerships. Thrive West Central serves as the Rural Planning Organization (RPO) for the region, partnering with the Indiana Department of Transportation (INDOT) and local units of government on the Small Urban and Rural Transportation Planning (SURTP) Program, Traffic Count Program, and other initiatives.
The Geographic Information Systems (GIS) Analyst is an integral part of the rural transportation planning team charged with developing, managing, and maintaining datasets from across the region. This position may also provide GIS and planning assistance, advice, and technical services to local government officials in Clay, Parke, Putnam, Sullivan, and Vermillion counties with the guidance and oversight of the Director of Transportation Planning.
Duties and Responsibilities:
Carry out all GIS program activities for the Transportation Planning Division, producing maps, spatial databases, and thematic data (e.g., traffic counts, trails and greenways, roadways, accident data, etc.).
Digitize and maintain spatial databases for the region, validate data for accuracy and completeness, complete metadata, and produce maps.
Evaluate information and data from outside sources to determine its quality.
Provide geographic location coordinates to facilitate spatial analysis and data manipulation, calculate distances and areas of features, and create asset inventories.
Occasionally perform field work when needed, to include installing traffic counting machines on roadways, collecting asset inventories, or validating data.
Participate in special traffic planning surveys as needed.
Provide GIS support and technical assistance to other Thrive divisions as requested, i.e., Economic and Community Development and Aging and Disabled Resources.
Performs other duties as may be assigned from time to time.
Accountability: The GIS Analyst will report to the Director of Transportation Planning.
Requirements:
Bachelor’s degree in a related field, including but not limited to geography, urban and regional planning, computer science, or public administration; or at least 4 years of practical experience in geographic information systems in lieu of a degree
Demonstrated proficiency with ArcGIS software, including Desktop, ArcGIS Online, and a range of ArcGIS extensions
Knowledge and Skills:
Technical proficiency in geographic data management and analysis
Knowledge of geospatial web application design and development
Exceptional analytical and problem-solving skills
Excellent verbal and written communication skills
Strong customer service and public service ethic
Knowledge of transportation planning or community development is helpful, but not required
Job Type: Full-time
Pay: $36,000.00 - $50,000.00 per year
