This position will plan, coordinate, and supervise all activities related to Application Strategy and Development Standards in addition to the Design, Development, and Implementation of Application Solutions for the Enterprise. Manage integration technology solutions that support and promote collaboration with business partners. Manage a team of professionals composed of employees and contractors with various technology expertise.\n\nRESPONSIBILITIES:\nApplication Development\n\nManage the maintenance and support of existing systems as well as the implementation of new systems as prioritized by the IT leadership and PMO\nDefine, develop and implement best practices in design, development, build/deployments, and unit testing; develop metrics to manage performance\nWork with cross functional teams to develop and track software development project deliverables such as development schedules, status reports, resource plans, issues/risks and mitigation plans; manage resources relating to projects production support activities\nOwn the development and testing environment by keeping an updated copy of these environments; provide database and infrastructure groups the hardware and configuration requirements to make sure that the development environments will not be a bottle neck due to lack of hardware resource; maintain the development environment landscape to allow for scalability and maintainability\nLead the assessment and implementation of third-party controls; manage its inventories and implement a common library within the organization.\nManager, Applications Development\n\nSupervise the work of other application development team professionals and effectively delegate responsibilities to staff to enhance their professional growth\nDevelop mentoring relationships with multiple staff personnel and managing related HR activities including annual reviews and performance feedback\nWork closely with IT Management to ensure Application Strategies and design are aligned to business objectives and conform to best practices.\nEnsure communications between team members and business users is frequent, timely, and accurate\nSupervisory Responsibilities\n\nMentor, train and supervise other team members directly and indirectly, review their work and provide effective constructive feedback.\nEnsure all team members understand, are trained in, and comply with Paradigm’s security requirements and policies.\nEnsure all team members have the minimum level of IT system access required to effectively complete their Paradigm responsibilities.\nEnsure all consultant team resources are properly utilized based on availability and technical skillsets\nTechnology Expertise\n\nLead the evaluation and selection of all related infrastructure components such as software, hardware, database management systems and networking capabilities related to enterprise's systems architecture.\nLead technology efforts and maintain a high degree of technical knowledge on new and emerging technologies; maintain a sandbox for the development team where members can learn new tools and evaluated if this can fit into current development environment\nBe the technology expert and internal advocate development technologies and unit testing products; strong knowledge of application security (intranet and internet applications); ensure that development team completes the required physical documentation design based from business requirements and functional design\nProven expertise on company’s current technology footprints including current versions of the following software:\nVisual Studio\nSQL Server Management Studio, SQL Server Profiler, SQL Report Viewer, SQL Server\nMicrosoft Azure DevOps\nInRule (irAuthor, irStudio, irVerify) or equivalent rules engine software\nBizTalk\nC#.NET Core\nAngular\nK2 or equivalent BPMS software\nWindows Communication Foundation\nWindows Workflow Foundation\nMOSS\nMicrosoft Office InfoPath\nWindows Server and IIS\nQUALIFICATIONS:\n\nB.S. Computer Science, Information Systems or equivalent work experience; Advance degree is a plus\nAt least 8 years of experience in applications design, development and management; with a successful track record of managing applications development teams in web-based development, distributed systems and web services\nExperience managing contractor staff & consultants\nMinimum 3 years of .NET application management experience in a mid to large size organization; minimum of 3 years software development management experience using C#, VB.net, and BizTalk\nDemonstrated successful implementation of SDLC ensuring minimum required development artifacts are developed and completed by development team members\nAdvanced knowledge of solution development, systems analysis/design, programming techniques, testing, and release management\nDemonstrated ability and experience working in a matrix environment\nHealthcare industry experience is highly desirable\nEffective communication, organizational, presentation and execution skills required (both written and oral) Strong interactive problem solving, decision-making, and leadership skills; Ability to multi-task to support multiple initiatives\nParadigm believes that fostering a diverse and inclusive workplace is central to our mission of helping more people and transforming lives.
