Program Manager (Warhead Development)

Location: Remote/MATSYS HQReports to: Director of Technical OperationsMATSYS, Inc. is seeking a Program Manager to join its team of high-performing scientists, engineers, and technicians at its Sterling, VA facility. The successful candidate will oversee complex commercial and government-funded programs related to the research, development, prototyping, and manufacturing of advanced warhead systems. This role requires extensive knowledge of warhead design, warhead system components, supply chain management, and production processes. Explosives knowledge, Initiation system experience and warhead test & evaluation experience is also desired. The ideal candidate will have a strong technical background, project management expertise, and a proven ability to navigate the complexities of warhead system development logistics and regulations. This role requires leadership in program management, ensuring compliance with government requirements & qualification policies while delivering innovative solutions in a rapidly evolving field. The Program Manager will be responsible for delivering on short-term operational goals and long-term development objectives directly related to our portfolio along with being a subject matter expert in warhead development and fielding. Some travel required.DescriptionProgram LeadershipManages the lifecycle of programs from proposal development through execution and deliveryServes as the primary operational point of contact with clients, sponsors, and stakeholdersPrepares and administers program budgets, business plans, and metricsSupports contract negotiations, modifications, and subcontracts in collaboration with procurement, business development, and compliance teamsManages project portfolios, ensuring effective resource allocationLeads development of new warhead concepts from initial design, T&E to productionProject ManagementPlans, coordinates, and directly manages projectsProvides technical and logistical support to the customerCollaborates with engineering to define project objectives, milestones, and deliverablesActively executes, monitors, tracks, and manages project tasks, risks, timelines, budgets, attainment of established milestones, and overall project qualityOversees all activities for warhead production and final assemblyAdvises project teams on risk assessment and remediationBusiness Development and Market AlignmentIdentifies and pursues new R&D opportunities aligned with the company’s capabilities and strategic goalsSupports new collaborations and establishes MATSYS' thought leadership by presenting technical papers and/or networking at industry events and conferencesSupports Business Development through engineering and business development strategies to meet company goals and growth targetsDevelops and writes proposals, including technical approaches, management plans, and cost estimates including efforts to commercialize new products and technologyOther duties as assigned.RequiredAbility to obtain and maintain a U.S. government security clearanceBachelor’s degree in Mechanical Engineering, Chemical Engineering, Materials Science/Engineering, or a closely related engineering or scientific field (chemistry, materials science, etc.)8+ years of experience in progressively responsible (related) engineering/science roles5+ years of experience supporting the government contracting environment, including related compliance regulationsExperience developing and applying new technologies and generating intellectual property through research and developmentDemonstrated ability to present work clearly and effectively in written and oral form, in both internal and peer-reviewed environmentsProven ability to build and maintain lasting customer relationships, partnerships, and external stakeholder networksThe ability to apply knowledge, insights and understanding of business and financial concepts, tools and processes to the benefit of program decisions, actions, and performanceDepartment of Defense warhead development and/or manufacturing experience in a contractor or Government oversight role (preferred)Advanced knowledge of all warhead components and their supply chains, including fuses, ESADs, detonators, explosives and hardwareWorking ConditionsHybrid/remote work availableCombination of office and on-site work in production and R&D environmentsOccasional travel requiredCompetencies Commitment to maintaining confidentiality is criticalLeadership & Team Impact: Accountability, team player commitment, strategic thinkingService Delivery: Excellent communication skills, interpersonal skills & professionalism, the ability to anticipate and respond to needs, openness to change, attitude of continual improvement, strong organizational and interpersonal skillsJob knowledge: Exceptional leadership and management skills, risk management, effective planning, financial literacy, strong written communication skills, project managementAutonomy, Judgment & Decision-Making: Prioritization & time management skills, creativity & critical problem-solving, ability to plan strategicallyCommitment to MATSYS core values and ideals:Safety: Safety is at the forefront of our decision-making.
