This program develops, tests, and delivers the world’s most accurate and reliable guidance, navigation & control (GN&C) systems to enable credible, survivable, and resilient port-to-target solutions to drive mission success. The program manager will be responsible for the development and implementation of the program plans, schedules and budget for the Test and Support Equipment area, as well as monitoring program performance and execution to those plans, including identifying and addressing risks and issues as needed. The Test and Support Equipment Program Manager will report to the Associate Director of Systems Engineering, Integration, and Test (SEIT).\nRoles and responsibilities include:\nRoles and Responsibilities\n\nDeveloping, implementing, and executing a strategy for the Test and Support Equipment program area within Strategic Systems focused on sustainment of the D5LE Test and Support Equipment, and the design and development of Test and Support Equipment supporting the D5LE2 guidance system.\nLeading the sustainment of D5LE Test and Support Equipment, and development of Test and Support Equipment for D5LE2 Guidance Program. The Test and Support Equipment portfolio is very wide and varied, ranging from Mechanical Ground Support Equipment utilized in the factory, field, and fleet, to highly specialized Electrical Ground Support Equipment such as prime item factory automatic test and acceptance stations, and fielded test equipment.\nInterfacing directly with US Navy customer, external program stakeholders, and internal stakeholders to support program alignment and execution.\nCommunicating clear program objectives and goals across program areas and help ensure alignment with overall strategy and priorities.\nDeveloping detailed program plan for program area with clear timelines and milestones that is integrated with overall program plan and schedule.\nJob Description:\nDuties and Responsibilities:\nOwn overall program execution, to include meeting cost, schedule, technical performance targets and exceeding customer expectations for medium to large sized projects/program(s) of considerable complexity.\nEstablish project/program performance measurement baseline.\nDevelop, implement and update resource allocation plans. Work with functional organizations to effectively recruit, retain and develop key talent for the business.\nManage and control all phases of projects/programs from inception through completion, ensuring cost, schedule, and technical performance.\nAct as primary customer contact for program activities, managing project/program teams, and leading review sessions to ensure all work scope and technical requirements are met.\nWork closely with the Supply Chain organization in management of suppliers and monitor ongoing performance.\nIdentify, assess and apply appropriate actions for project/program opportunities, risks, and issues in terms of cost, schedule, technical elements and deliverables.\nEstablish strong customer partnerships and balance ongoing needs and expectations against plans. Develop new business or expand existing products/technologies with customers.\nProvide leadership oversight for the team creating an open, positive, inclusive environment to maintain high team morale.\nParticipate in contract negotiations, reporting, deliverables and changes.\nDeploy appropriate quality control and quality assurance processes and ensure adherence to the Quality Management System and customer requirements.\nCoordinate win strategy, competitive captures, and compliant proposals to support current and future growth of the business portfolio.\nManage all phases of the business cycle in accordance with the company's policies and processes.\nEnsure effective oral and written communications to internal and external stakeholders as well as impactful presentations.\nSkills and Abilities:\nAdvanced knowledge of project/program management tools and processes such as Earned Value Management (EVMS), Integrated Master plan (IMP)/Integrated Master Schedule (IMS) and/or Opportunity/Risk/Issue Management.\nExperience working government projects/programs with direct customer interfaces, both internal and external.\nAble to work with functional organizations to achieve project/program execution and business goals.\nAble to implement continuous improvement across projects/programs and balance priorities in a dynamic, matrixed environment.\nAbility to travel on an as needed basis.\nAbility to quickly learn new technologies and/or new applications.\nExperience executing programs through all product lifecycles.\nAbility to be persuasive and a strong relationship builder.\nPossess excellent communications, presentation and networking skills.\nKnowledge and proven track record of successful business interaction.\nProficiency with Microsoft Office Applications\nEducation:\nBachelor’s degree (major in engineering, computer science, business, or related technical field preferred)\nExperience:\n7 years professional experience in project/program management in commercial or defense industry required\nAdditional Job Description:\nBS in Engineering or Science field is desired with 10 years of relevant experience.\nPrevious experience with development of specialized test and support equipment, as well as integration and test of systems of interest.\nStrong knowledge of program management best practices, including program planning, scheduling, budgeting, and risk management.\nStrong leadership and team management kills, with the ability to motivate and develop a team of professionals.\nExperience building relationships with leaders across an organization and ability to collaborate with stakeholders to understand the business’ current state and develop data-driven insights that can drive organizational-wide goals and strategies.\nTravel requirements include up to 25% of schedule.\nApplicants selected for this position will be required to obtain and maintain a government security clearance.
