The position develops Oracle applications, automates ETL processes, supports Oracle Fusion Middleware and WebLogic Server, performs database monitoring, patching, upgrades, backup and recovery, and assists with Oracle Cloud Infrastructure (OCI) migration activities. The Oracle Developer also develops technical documentation, supports vulnerability remediation, and provides knowledge transfer to Government personnel to ensure secure, reliable, and efficient Oracle enterprise operations.\n\nKey Responsibilities:\nDevelop SQL and PL/SQL code, including stored procedures, packages, functions, triggers, views, and database applications.\nDesign, administer, maintain, and troubleshoot Oracle Database, Oracle Grid Infrastructure, RAC, Oracle WebLogic Server, and Oracle Fusion Middleware environments.\nDesign, develop, automate, and maintain end-to-end ETL processes and Oracle data warehouse solutions supporting production, development, and QA environments.\nDevelop and maintain Oracle BI Publisher reports, Spotfire web reports, and related analytics applications.\nPerform database performance tuning, monitoring, patching, upgrades, backup/recovery, health monitoring, and lifecycle maintenance.\nSupport Oracle Cloud Infrastructure (OCI) migrations, database and middleware upgrades, and implementation of security and vulnerability remediation activities.\nGenerate technical, operational, and performance reports and maintain accurate system configuration, installation, maintenance, and recovery documentation.\nTroubleshoot Oracle database, middleware, ETL, application, and Linux environment issues while supporting system availability and operational continuity.\nSupport knowledge transfer activities by providing technical guidance, documentation, and operational training to Government personnel.\nSupport enterprise security initiatives, including implementation of Oracle security best practices, CIS Benchmarks, and PIV/ICAM integration activities.\n\nRequired Qualifications:\nBachelor's degree in Computer Science, Information Systems, Engineering, or a related technical discipline.\nMinimum five (5) years of Oracle database development and administration experience.\nStrong SQL and PL/SQL programming skills, including development of stored procedures, packages, functions, triggers, and views.\nExperience with Oracle Database, Oracle Grid Infrastructure, RAC, Oracle WebLogic Server, and Oracle Fusion Middleware.\nExperience with Oracle database upgrades, migrations, and Oracle Cloud Infrastructure (OCI).\nExperience developing automated ETL processes, Oracle data warehouse solutions, BI Publisher reports, and enterprise reporting applications.\nExperience performing database performance tuning, monitoring, patching, upgrades, backup/recovery, and database lifecycle management.\nBasic Microsoft SQL Server development or administration experience.\nExperience supporting Linux environments and developing automation using Bash, Python, WLST, Perl, or similar scripting tools.\nAbility to obtain and maintain a Tier 4 Public Trust (High Risk) background investigation.\n\nPreferred Qualifications:\nCurrent Oracle Certified Professional (OCP) or Oracle Certified Master (OCM) certification.\nExperience supporting Oracle enterprise environments within a federal civilian agency.\nExperience implementing PIV-based authentication, Identity, Credential, and Access Management (ICAM) integration, or other enterprise identity management solutions.\nExperience analyzing security scan results and implementing CIS Benchmarks or other Oracle security hardening best practices.\nExperience developing comprehensive technical documentation, standard operating procedures (SOPs), and delivering knowledge transfer to Government personnel.\nExperience supporting disaster recovery planning, continuity testing, and enterprise monitoring and reporting for Oracle environments.\n\nSoft Skills\nCommunicates effectively.
