The DHA provides medical care for the DoD’s 9.5 million eligible beneficiaries is provided through TRICARE, and the defense health program, which includes contracted health care networks and military treatment facilities.\n\nResponsibilities:\n\nThe Program Manager (PM) will support the team with Project Planning & Scheduling; Project Execution & Resource Management; Stakeholder Engagement & Communication; Monitoring & Reporting, and other OWHA mission activities.\n\nThe PM may have oversight and supervise the team activities to prepare and deliver compliant products and services IAW DHA policies, procedures, guidance directives, and instructions.\n\nThis involves providing subject matter expertise on all matters pertaining to the business rules that guide staffing practices/procedures and providing general rules and guidelines for business functions:\n\nDevelop Detailed Project Plans: Formulate comprehensive project plans to guide staff and project teams, dynamically revising scope, and schedules to accommodate changing needs.\nEstablish Timelines & Gantt Charts: Utilize MS Project to build detailed project schedules, Gantt charts, and critical path timelines to determine realistic, estimated completion dates.\nDefine Governance (RACI): Construct RACI (Responsible, Accountable, Consulted, Informed) matrices to clearly define stakeholder roles and responsibilities for all project tasks.\nManage Internal Health Informatics (HI) Projects: Lead and oversee internal Health Informatics (HI) projects within the branch from initiation through to successful closure\nMaintain Subject Matter Expertise: Develop and maintain a deep, comprehensive understanding of all active and upcoming branch projects\nDefine Requirements & Budgets: Meet regularly with branch leadership, the Branch Chief, and outside agencies to capture project requirements, establish delivery timelines, and estimate costs\nLiaise & Collaborate: Cultivate strong customer relations and communication channels to collaborate effectively with all internal and external project stakeholders\nProvide Pipeline Updates: Proactively brief leadership and key collaborators on emerging projects supported by the branch\nMonitor Performance: Track project milestones and performance metrics continuously to ensure on-time, high-quality delivery\nReport Status: Compile and distribute structured project status reports to leadership, clients, and collaborators to maintain transparency.\nThe PM evaluates analytical results and develops new or adapted analytical techniques.\nThe PM also provides recommendations on effective resource utilization, identification of duties and responsibilities, effective workload distribution, and workflow processes.\nCompiles all data required to submit monthly reporting to the Contractor\nOn boards all newly assigned personnel ensuring proper team and cube assignments, required initial training, eCommerce systems requests and initial contract required deliverables are completed.\nLead, mentor, motivate and support all Contractor personnel. Assist with professional growth and development of personnel\nCoordinates weekly and monthly meetings with the client on matters concerning Contractor personnel and management.\n\nTechnology: Proficient with MS Office Suite; ETMS2; SharePoint; other DHA procurement applications/tools.\n\nQualifications:\n\nRequired Qualifications:\n\nA 4 year course of study leading to a bachelor’s degree with a major in any field that includes or is supplemented by at least 24 semester hours in any combination of the following fields:\nfinance, business, law, contracts, purchasing, quantitative methods and organization, information technology, IT System Administration.\nMinimum 10 years of Program Management, Project Management, direct Federal procurement experience, or equivalent capacity of which a minimum of five years is DoD experience.\nAbility to visualize, articulate, and solve both complex and uncomplicated problems and concepts. To gather and analyze information, design and test solutions to the problems.\nKnowledge of Integrative Acquisition Environment and DOD acquisition system policies and procedures.\nExperience with MS Office Suite, to include MS Project, Excel, PowerPoint, SharePoint, and other applications/tools.\nExperience with change management.\nExcellent communication, interpersonal, and customer service skills.\nKnowledge of Microsoft Office Excel, Word, SharePoint, and PowerPoint.
