This person is responsible for coordinating training, performance of the technical workforce, managing personnel and performance issues, and liaising with base/AF leadership (Travel Pay Processing Branch).\nKey responsibilities:\nAct as focal point for all contractor personnel actions, including hiring, discipline, and conduct issues.\nAbility to oversee 30-37 FSTs, maintain 80% of staff and manage performance. Oversee workload distribution and ensure compliance with performance metrics.\nOversee administration, performance, timekeeping, conduct, and communication.\nCoordinate with Travel Pay Processing – Ellsworth leadership to identify training/development needs of contractor FSTs within120 business days.\nEnsuring all new FSTs meet the 30/60/90/120–day training thresholds.\nTrains/monitors and reports monthly trainee progression.\nReport and suggest decisions on conduct or work problems presented by Travel Pay Processing – Ellsworth supervisors.\nAssist with administering disciplinary measures (warnings, reprimands, terminations) within contractor workforce.\nCultivate a workplace environment free from discrimination, harassment and retaliation.\nAddress subordinates’ concerns and take appropriate action to reduce workplace tension and morale issues.\nSupport and enforce the agency’s EEO program and maintain positive work environment.\nCommunicate/enforce policies, procedures, mission objectives, organization design; eliminate workflow barriers; implement quality, eliminate obstacles, promote team building, and ensure compliance with requirements.\nConducts policy briefings, updates SOPs, and enforces compliance.\nEnsure all contractor personnel complete required training and testing with AF training/test programs.\nLiaise with Travel Pay Processing – Ellsworth Security Manager concerning all contractor security clearance actions and ensure clearance documentation submission timely.\nProvide oversight of performance metrics of voucher processing (25 vouchers/day, 84% accuracy) and travel accounting transactions and suggest replacing personnel if performance below threshold per PWS.\nImplements corrective action if thresholds do not meet standards for two consecutive months.\nAttend meetings, coordinate workload, manage performance reporting.\nParticipates in multi-functional team meetings and coordinates with functional managers, COR/QAPC, Contracting Officer, Resource Advisor and Technical Experts.\nOther duties assigned\nMinimum Qualifications:\nEducation: Bachelor’s degree in business administration, finance, accounting, public administration or a related field. (Equivalent experience may substitute.)\nExperience: Minimum 1 year program management experience.\nCertification: Documentation of manager or supervisory training certification must be present on resume.\nClearance: Must possess Interim Secret eligibility (Tier III predecessor)\nBackground: Ability to learn military/civilian travel pay policies, DODFMR Vol 7a, JTR, AFIs, locally developed policy.
