In this position, you will be responsible for leading the design and implementation of the overall UpSIDES application architecture, creating a scalable, high-performance framework to transition from manual, paper-based processes to a modern electronic data exchange.Major dutiesLead the design and implementation of the UpSIDES application architecture to support the agency’s shift from paper-based processes to electronic data exchange. Design application logic for the four NASWA SIDES exchanges and ensure compliance with technical specifications through secure APIs and web services. Build automated workflows, triggers, and electronic notifications to improve processing accuracy and efficiency. Implement application-level security controls, including encryption and authorization, to protect sensitive Unemployment Insurance data. Serve as the primary technical lead for the development team, providing guidance on coding standards, design patterns, and best practices. Coordinate with Database Architects and legacy system experts to define integration points with existing UI systems and the Enterprise Data Warehouse. Produce technical documentation, including architectural blueprints and system sequence diagrams. Lead code review and quality assurance activities, mentor junior developers, and collaborate with project stakeholders to meet deadlines and maintain operational continuity. Perform other duties as assigned to maintain operations. What are we looking for?4–7 years of experience developing enterprise applications using C#/.NET, Java Enterprise, or similar frameworks for scalable web applications and services. 4–7 years of experience designing and implementing secure web services, including REST and SOAP, and managing XML/JSON data exchanges across internal and external systems. 4–7 years of experience developing, debugging, and modifying Unix/Linux shell scripts. 4–7 years of experience serving as a Technical Lead, including roadmap planning, cross-team coordination, and developer resource management. 4–7 years of experience applying software architecture design patterns, SOA, and security best practices for data in transit. 4–7 years of experience establishing technical standards, performing code reviews, mentoring developers, and supporting QA on complex integration testing. 4–7 years of experience troubleshooting complex web environments and resolving integration issues between agency systems and external brokers. 4–7 years of experience creating architectural artifacts such as system diagrams, data flow models, and technical specifications. 4–7 years of experience with programming languages, web development, troubleshooting, and database management. Preferred6 years of experience with more than one RDBMS, such as DB2, SQL Server, or Oracle. 2 years of experience with NASWA SIDES exchanges and technical specifications. 4 years of experience implementing CI/CD pipelines for complex application architectures. 4 years of experience designing and troubleshooting XML/SOAP and JSON/REST web services for federal or state data exchanges. 4 years of experience in application development, software engineering principles, design patterns, architecture styles, and quality attributes.
