Job Description Project Controls Analyst II (Pre‐Construction QA/QC Focus)Company: Pacific Gas & Electric (PG&E)Location: Dublin, Sacramento, or Oakland (Quarterly onsite)Type: 12‐month Ongoing ContractPay Rate: 55/hr-70/hrPosition OverviewPG&E is seeking a Project Controls Analyst II to support pre‐construction QA/QC of scopes of work, ensuring projects are financially and operationally sound before entering construction. This role will focus heavily on validating scope, budgets, work authorizations, and cost assumptions upfront, while continuing to track, validate, and support projects through execution and closeout.The ideal candidate brings strong analytical skills, attention to detail, and the ability to identify issues early—ensuring projects are set up correctly from day one.Key ResponsibilitiesPre‐Construction QA/QC (Primary Focus)Perform QA/QC reviews of scopes of work, budgets, and work authorizations prior to construction startValidate that cost estimates, labor/material assumptions, and funding align with project scopeIdentify and resolve gaps, inconsistencies, or risks before projects are released to the fieldEnsure all required approvals, documentation, and financial structures are properly established in SAPCost Validation & Controls (Pre → Post Construction)Validate vendor bids, contracts, and cost structures against approved scopeReconcile planned vs actual costs throughout executionSupport invoice validation by matching vendor work completed to authorized scopeProject Lifecycle Support (End-to-End)Support projects from initiation → pre‐construction QA/QC → execution → closeout → settlementMonitor and track budget performance, forecasting, and spend accuracyEnsure clean financial closeout, including accruals, reconciliations, and settlementReporting & AnalysisPerform variance analysis (forecast vs actuals) and identify cost risks earlyMaintain accurate data across SAP, Excel, and reporting toolsProvide clear, actionable insights to PMs and stakeholdersCross-Functional CoordinationPartner with:Project ManagersEngineering / pre‐construction teamsField operationsFinance & accountingCommunicate issues, discrepancies, and risks early to ensure alignment before construction beginsProcess ImprovementIdentify opportunities to improve:Pre‐construction validation processesData accuracy and reporting workflowsSupport continuous improvement initiatives across project controlsRequired Qualifications5+ years of experience in project controls, cost analysis, or financial/project supportStrong understanding of project lifecycle and cost controlsAdvanced Excel (data analysis, modeling, reporting)Experience with SAP and Microsoft Office SuiteProven ability to identify discrepancies and perform QA/QC analysisStrong communication skills in cross-functional environmentsDetail-oriented with a proactive, investigative mindsetPreferred QualificationsExperience with PG&E or utility projectsFamiliarity with Power BI, Primavera P6, or UnifierPMP or CAPM certificationExperience in pre‐construction, estimating, or scope validation environments
