This role provides leadership and expertise across project cost, schedule, progress measurement, and change management, and supports the project team with analysis, reporting, forecasting, and budgeting.\nResponsibilities:\nProvide timely and accurate data and deliverables in support of benchmarking and tool building\nProvide overall project cost, schedule, progress measurement, and change management leadership and expertise\nProvide support to the Project Team and Stewards with cost and schedule analysis, reporting, forecasting, and budgeting\nDevelop the Project Controls Plan and Management of Change (MOC) Plan\nEnsure the Stewardship process is established and implemented, including monthly cost and schedule stewardship reviews\nCoordinate and communicate priorities for new and ongoing estimating, planning, and cost control activities\nLead preparation and maintenance of the Cost Breakdown Structure (CBS), Original Control Budget (OCB), Current Control Budget (CCB), Project Master Schedule, Budget (Planning & Budgeting (P&B)), and the overall cost and progress control system\nCoordinate collecting, analyzing, and reporting of project cost and schedule control information; assess overall project status, identify potential problem areas, and prepare overall cost and schedule forecasts\nAdminister and facilitate the Management of Change process\nFacilitate the Capital Efficiency / Opportunities and Vulnerabilities process\nInterface with Controllers regarding AFEs/budgets, invoices, and development of Work-In-Place\nParticipate in the bid evaluation process (as required)\nParticipate in developing Contract Price Budgets and Contract Control Schedules and Milestones\nEnsure the Project Controls team is familiar with contractor payment terms and contract coordination procedures applicable to their scope\nLead preparation for Gate Reviews, Advance Commitment, Full Funding, or Supplement activities, including:\nCoordinating development of cost and schedule estimates for Gate and Check Point/Advance Commitment reviews\nCoordinating development of Estimate Confidence Packages and Estimate Development Plans\nRespond to ad hoc requests from the Project Management Team (PMT) related to controls/reporting\nSupport consortium/affiliate/joint venture presentations\nSupport preparation of close-out reporting / CA$HD input\nPerform project-level quality assurance by monitoring and appraising contractor performance in cost control, progress measurement, and schedule control\nEnsure proper and effective project control measures are executed by the contractor, including cost and schedule control organization, plans, and procedures\nReview and, where appropriate, endorse contractor-prepared schedule, progress, and cost baselines and forecasts\nReview progress measures reported by the contractor\nReview cost and schedule bases of contractor change proposals/orders, including progress trends developed by the contractor\nAssist site management in developing/reviewing corrective actions and recovery plans;
