The TPL works closely with USPS leadership to provide transparent status, drive decisions and approvals, coordinate priorities, and ensure required software/hardware/tooling needs are defined early so they can be procured through USPS channels. This role leads through influence, not direct people management.\nMEANINGFUL WORK AND PERSONAL IMPACT:\nProvide end-to-end delivery leadership for an assigned application team by coordinating work across USPS and vendor resources (BSA(s), engineers, architects, environment leads, and other support functions) without direct supervisory authority.\nTranslate business objectives into delivery execution: drive scope clarity, sequencing, milestones, and deliverable commitments in partnership with USPS leadership and stakeholders.\nLead cross-functional planning and dependency management across teams (integrations, environments, security/network reviews, release coordination, vendor/supplier timelines).\nProvide consistent status reporting to USPS leadership, including progress, risks/issues, decisions needed, dependencies, and mitigation plans; ensure actions are tracked to closure.\nCoordinate priorities and capacity: ensure there is a steady pipeline of “ready” work, align work assignments with technical leads, and maintain delivery flow so team capacity is effectively utilized.\nSupport ROM estimates and planning by coordinating inputs from engineering/architecture; document assumptions, constraints, dependencies, and risks.\nPartner with USPS leadership to support funding/approval activities by providing required delivery inputs (scope, sequencing, timeline, risks, resource assumptions).\nCoordinate release/deployment readiness: environment readiness, change approvals, cutover planning, validation steps, communications, and post-release stabilization.\nSupport production operations and critical incidents by coordinating participation, facilitating communications, documenting impact/timeline, and ensuring corrective actions are prioritized and completed.\nIdentify required software, hardware, tooling, and supplier services; define technical requirements and timelines so USPS leadership can procure and represent USPS for postal business needs.\nDrive continuous improvement across delivery execution, documentation, quality, automation, and operational readiness.\nWHAT YOU’LL NEED TO SUCCEED\nBring your expertise and drive for innovation to GDIT.\nEducation:\nBachelor’s degree in a relevant field from an accredited College/University\nAlternative Path: If the candidate does not possess a relevant four-year degree, an additional four years of relevant work experience will be required.\nRequired Experience:\n8+ years in technology delivery roles (e.g., Senior BSA, Technical Delivery Lead, Technical Project Lead, Technical Program Coordinator/Lead, or similar).\nProven ability to lead through influence and coordinate cross-functional work across engineering, architecture, infrastructure/environments, security, and operations.\nStrong requirements-to-delivery capability: translating complex needs into epics/features/stories and into executable plans with measurable outcomes.\nPractical understanding of AI/ML concepts and governance, with experience using approved AI-enabled tools/approaches to improve requirements, analysis, estimation, reporting, defect/incident triage, and overall delivery execution.\nStrong delivery discipline: planning, scope control, dependency management, risk/issue management, and proactive escalation.\nProven ability to lead cross-functional teams through change (without direct authority), adopt/improve delivery methodologies (Agile/DevSecOps), and drive measurable improvements using delivery/operational metrics.\nTechnical fluency across SDLC and modern delivery practices (APIs/integrations, environments, DevSecOps concepts, logging/monitoring, and incident response); not required to code but must engage effectively with technical teams.\nStrong executive communication: ability to present status, tradeoffs, and recommendations and drive timely decisions.\nExperience with work management and ITSM tools (e.g., VersionOne/Jira/Azure DevOps; ServiceNow or equivalent) and producing delivery artifacts (status, RAID logs, milestones, ROMs).\nPreferred (Optional)\nScrum certification (e.g., CSM, PSM) and/or scaled Agile experience (e.g., SAFe).\nExperience supporting production releases and incident response in high-availability environments.\nExperience incorporating security, privacy, and performance requirements into delivery artifacts.\nExperience measuring and reducing costs (cloud consumption, tooling/supplier spend, operational effort) by identifying cost drivers, optimizing services, and automating repeatable work while maintaining service levels.\nSecurity Clearance Level:\nThis role will require you to obtain and maintain a Public Trust and will require you to provide onsite fingerprinting at a designated facility. This investigation may review personal and criminal behavior, financial conduct, foreign influence, as well as other adjudications.\nThis position has a U.S. residency requirement. The USPS security clearance process requires the selected candidate to have resided in the U.S. (including U.S. Territories) for the last five years as follows: U.S. Citizens cannot have left the U.S. (including U.S. Territories) for longer than 6 months consecutively in the last 3 years (unless they meet certain exceptions).
