This role is responsible for ensuring reliable, secure, and high-performing network services supporting FEMA's enterprise infrastructure, including Network Operations Center (NOC) and Security Operations Center (SOC) environments, data centers, cloud connectivity, and mission-critical IT systems.\r\nThe Network Engineer III provides advanced technical expertise in network engineering, infrastructure modernization, cloud integration, operational resiliency, and disaster recovery readiness to ensure enterprise networks remain available, secure, and compliant with FEMA and DHS standards.\r\nThis position is located at FEMA HQ in Bluemont, VA. Remote work may be possible after an initial period.\r\nPrimary Duties\r\nDesign, implement, and manage enterprise network architectures across physical, virtualized, hybrid cloud, and multi-cloud environments.\r\nSupport FEMA network operations for fixed and disaster-activated sites, including LAN, WAN, voice, video, satellite, internet, intranet, and telecommunications infrastructure.\r\nProvide Tier 2 and Tier 3 support for enterprise network infrastructure and services.\r\nMonitor network performance, availability, utilization, and service health; identify and implement performance improvements.\r\nTroubleshoot and resolve complex network incidents, outages, connectivity issues, routing problems, and interoperability challenges.\r\nSupport event, incident, problem, and change management processes.\r\nMaintain network configurations, technical documentation, network diagrams, baseline standards, and operational records.\r\nSupport technology refresh and modernization efforts for network infrastructure and communications systems.\r\nImplement and maintain network security controls, including VPNs, access controls, firewalls, IDS/IPS integration, and secure network configurations.\r\nSupport cybersecurity operations through network monitoring, traffic analysis, incident response activities, and audit support.\r\nEnsure compliance with DHS/FEMA security policies, enterprise architecture standards, cybersecurity requirements, and disaster recovery best practices.\r\nSupport 24/7 operational requirements during exercises, contingencies, disasters, and emergency response activities.\r\nCollaborate with government stakeholders, technical teams, vendors, and program leadership.\r\nContribute to continuous improvement initiatives related to network operations, automation, cloud connectivity, operational efficiency, and resiliency.\r\nEducation & Experience\r\nBachelor's degree and 12-15 years of relevant experience, or Master's degree and 10-13 years of relevant experience.\r\nExperience managing enterprise network operations within a complex, mission-critical environment.\r\nExperience supporting Network Operations Center (NOC) and Security Operations Center (SOC) functions.\r\nExperience designing, implementing, and supporting enterprise networks across physical, virtualized, hybrid cloud, and multi-cloud environments.\r\nExperience with LAN, WAN, VPN, routing, switching, firewalls, cloud networking, network segmentation, load balancing, and secure connectivity.\r\nExperience supporting infrastructure migrations, cloud integration, modernization efforts, disaster recovery, and business continuity initiatives.\r\nExperience with network monitoring, incident management, problem management, root-cause analysis, and performance optimization.\r\nExperience developing and maintaining technical documentation, network diagrams, operational procedures, and configuration records.\r\nKnowledge of cybersecurity principles, regulatory compliance requirements, intrusion detection, SIEM integration, and secure configuration practices.\r\nAbility to effectively collaborate with government stakeholders, technical teams, security personnel, vendors, and program leadership.\r\nMust be able to obtain and maintain a Public Trust clearance.\r\nMust be able to obtain a DHS EOD.\r\nRequired Certifications\r\nCertified Information Systems Security Professional (CISSP)\r\nCisco Certified Network Professional (CCNP) or Cisco Certified Network Associate (CCNA)\r\nProfessional Cloud Solutions Architect certification\r\nMulti-cloud certification or demonstrated certification coverage across AWS, Google Cloud Platform (GCP), Oracle Cloud Infrastructure (OCI), and Microsoft Azure\r\nAll qualified applicants will receive consideration for employment without regard to sex, race, ethnicity, age, national origin, citizenship, religion, physical or mental disability, medical condition, genetic information, pregnancy, family structure, marital status, ancestry, domestic partner status, sexual orientation, gender identity or expression, veteran or military status, or any other basis prohibited by law.
