This role manages projects from concept, preliminary and detailed design through construction, commissioning, start-up, and close-out while ensuring quality documentation, schedule adherence, change order control, and owner's representative oversight. The position interfaces with Operations, Engineering, Quality, Client Sourcing, EHS, Finance, and external partners to deliver projects safely, on time, within budget, and in accordance with corporate and regulatory standards, while driving modernization, standardization, asset reliability, and operational excellence.\n\nResponsibilities:\nThe Program Manager shall undertake the following responsibilities, including but not limited to:\nManage capital projects from concept through detailed design, construction, commissioning, start-up, and close-out.\nDevelop and maintain project execution plans, schedules, budgets, cost estimates, forecasts, resource plans, dashboards, KPIs, and progress reports.\nEnsure projects are delivered on time, within scope, within budget, and in compliance with quality, safety, regulatory, and corporate standards.\nLead scope definition, phase-gate deliverables, design reviews, change control, and alignment with approved business cases and project governance requirements.\nCoordinate engineering, client sourcing, construction, commissioning, qualification, operations, maintenance, quality, EHS, finance, PMO, and site engineering activities.\nManage A/E firms, engineering consultants, contractors, suppliers, equipment vendors, and construction administration resources to meet contractual, safety, quality, schedule, and performance expectations.\nReview and approve technical specifications, design deliverables, construction plans, contractor progress, invoices, claims, change orders, and equipment vendor submissions.\nSupport procurement, bid evaluations, contract awards, equipment selection, FAT/SAT, installation, system start-ups, turnover, and long-term maintenance documentation transfer.\nIdentify, assess, mitigate, and escalate project risks, dependencies, technical issues, cost impacts, schedule constraints, and execution challenges with recommended recovery actions.\nMaintain accurate project documentation, ensure audit readiness, coordinate approved records and as-built documentation, complete financial reconciliation, and capture lessons learned.\nQualifications:\nFifteen years' experience managing pharmaceutical capital projects.\nAbility to travel approximately 15% domestically and internationally.\nExperience managing, engineering consultants, contractors, suppliers, equipment vendors, and construction administration activities.\nStrong knowledge of project execution planning, capital governance, phase-gate processes, cost control, scheduling, risk management, change control, safety, quality, commissioning, qualification, and project close-out.\nEducation & Certifications:\nBachelor of Science in Engineering required.\nProfessional Engineering license for Puerto Rico preferred.\n\nEqual Opportunity Employer:\nRCM is an equal opportunity employer.
