The PM provides a robust and highly available IT infrastructure required for the continuity and success of critical, nationally significant missions leveraging AI-enabled capabilities, shared managed services capabilities, industry leading best practices and innovative processes to optimize financial resources and reduce cost.\n\nPrimary Responsibilities:\n\nProgram Leadership and Contract: Directly responsible overall performance, cost and schedule for all program scope including Transition-In, steady-state Operations & Maintenance, Innovation Projects, and Transition-Out. Maintain full authority to act on all contract requirements and expediently address customer needs.\n\nProgram and Team Governance: Establish and operate the Program Management Office, including program leadership, contract management, financial management, subcontract management, risk management and quality assurance. This includes emphasis on ISO 9001:2015, ISO/IEC 20000-1:2018 ITSM, ISO 27001:2022 ISMS and CMMC 2.0 processes, procedures, operational, risk and quality management.\n\nSubcontract Management: provide oversight of the subcontract program manager to meet and exceed FFRDC client small business requirements to deliver positive federal agency Contractor Performance Assessment Reporting System (CPARS) scores.\n\nStrategy and Culture: Lead the PMO, Operational and Technical Teams that provide strategy and vision that integrate multiple functions and sustain a high performance self-driven team culture. This includes integration and partnerships with the client CIO organization, other IT contractors, IT vendors and Original Equipment Manufacturer (OEM) providers, including multiple support organizations.\n\nCustomer Engagement: Engage and integrate with customers and stakeholders using a scheduled and on-demand tempo to ensure customer service excellence and consistent delivery meeting and exceeding client expectations.\n\nFinancial Management: Manage program financials to meet or exceed defined targets and apply Financial Operations (FinOps) to manage and minimize any unexpected or wasteful costs.\n\nEstablish and manage integrated program schedules, forecasts, risks, issues, SLAs, KPIs, and performance baselines to proactively identify emerging challenges, implement mitigation actions, and consistently achieve customer mission, cost, schedule, quality, and service-level outcomes.\n\nRecruit, retain, develop, and optimize a high-performing workforce across Leidos and subcontractor organizations; ensure appropriate staffing, succession planning, training, employee engagement, and effective utilization of labor and non-labor resources.\n\nLead a data-driven innovation and continuous-improvement roadmap that leverages AI, automation, shared services, OEM partnerships, and Leidos Centers of Excellence to improve customer experience, increase operational efficiency, modernize service delivery, and deliver measurable cost savings.\n\nBasic Qualification:\n\nBachelors degree and 12+ years of progressive leadership managing large-scale federal IT infrastructure and operations programs\n\n5+ years of experience interfacing and presenting to C-level executives\n\nHave extensive experience of leading programs of at least $25M annual value, at least 5,000 users, and across multiple geographic locations.\n\nPrevious experience working in National Aeronautics and Space Administration (NASA) and Federal Agencies supporting Firm Fixed Price (FFP), Fixed Unit Rate (FUR) and other managed services contracts.\n\nProvide experience leading 50 to 100 Contractors and Subcontractors.\n\n3+ years of experience in managing AI-enabled capabilities, IT managed services, managed shared services and enhancing ServiceNow operations and development.\n\nDemonstrated track record delivering cost savings through continuous improvements, automation, and FinOps.\n\nExperience with implementing and operating Zero-Trust security, FedRAMP/FISMA compliance, and supporting ATOs for Moderate or higher systems\n\nProven ability to brief and influence C-level and FFRDC senior executives.\n\n12+ years of PM experience, which may include 5+ years of experience serving in a DPM capacity.\n\nU.S. citizenship\n\nMust have the ability to obtain/maintain Public-Trust clearance (Tier 2 moderate risk) within 30 days of onboarding\n\nPreferred Qualifications:\n\nMaster’s degree (M.S., M.Eng., MBA, or equivalent) in IT Management, Cybersecurity, or Business Administration.\n\nTwo or more of these advanced certifications: SAFe Agile, ITIL v4, CISSP/CISM/GSEC, AWS Cloud Certification, ServiceNow Certification, Microsoft 365 Certification, FinOps Practitioner, and Lean Six Sigma Black Belt\n\n2+ years leading AI/Gen-AI, RPA, or AIOps deployments in a federal environment.\n\nExperience establishing or running a consolidated enterprise PMO and ISO 9001, ISO/IEC 20000, ISO 27001, CMMC or CMMI Level 3+ service-delivery organization.
