We are a woman & veteran-owned technology and consulting firm that specializes in AI and data, modernizing applications, and providing experienced IT and software development leadership and engineering.\n\nMcLean Forrester is seeking *Java Engineer, Systems Design & Integration* to support the U.S. Transportation Command (USTRANSCOM) Integrated Booking System (IBS) program at the U.S. Army Transportation Command (ARTRANS), formerly the Surface Deployment and Distribution Command (SDDC). IBS is the worldwide system the Department of Defense uses to book commercial ocean transportation for military cargo.\n\nThese roles cover system design, development, integration, and sustainment of IBS. Engineers will define system scope and objectives, design system-to-system interfaces, and build and maintain backend services and APIs using Java and Spring Boot, delivered through a DevSecOps pipeline into AWS.\n\n*Duties & Responsibilities*\n\n* Formulate and define system scope and objectives, and design solutions to complex problems across systems, business interfaces, and electronic interfaces\n* Own design, development, engineering, integration, and architecture of assigned capabilities\n* Design, develop, test, and maintain Java backend services using Spring Boot, including business logic, service-layer components, and data access\n* Design, build, and consume RESTful APIs and web services used across IBS and the ARTRANS enterprise\n* Design and evolve relational data structures on Amazon Aurora and Oracle, including schema design, query performance, and data migration\n* Maintain and upgrade X12 EDI transactions and crosswalks against Defense Transportation Electronic Board implementation conventions, and maintain interfaces with external DoD transportation, logistics, and financial systems\n* Sustain legacy components on WebLogic and the WSO2 integration layer as capability migrates to the cloud-native platform, and resolve defects across applications, interfaces, and databases\n* Write and maintain unit and integration tests, participate in peer code review, and analyze logs and system behavior to determine root cause\n* Contribute to CI/CD pipelines and automated build, test, and deployment processes\n* Apply secure coding practice, DoD STIGs, and OWASP guidance, remediate static code analysis findings, and ensure security engineering is applied to architecture changes\n* Participate in Agile ceremonies, evaluate change requests for feasibility and level of effort, and maintain technical documentation under program configuration management processes\n\n*Qualifications*\n\n* Active Secret clearance, held at time of hire\n* IASAE Level II certification, held at time of hire (CASP+/SecurityX, CISSP or Associate of ISC2 toward CISSP, or CSSLP)\n* US citizenship. Personnel holding a valid or expired foreign passport are considered dual citizens and cannot be granted classified access under this contract\n* Bachelor’s degree in Engineering or Computer Science\n* Minimum 5+ years of professional experience in systems design, development, engineering, or integration\n* Strong hands-on Java development experience, including Spring Boot, Spring Framework, or comparable Java frameworks\n* Experience designing, developing, and consuming RESTful APIs and web services\n* Demonstrated experience defining system scope, objectives, and interfaces on complex systems and carrying a design through to delivery\n* Experience with relational databases and SQL, including schema design\n* Experience with object-oriented design and design patterns, writing unit and integration tests, and troubleshooting enterprise applications, APIs, and integrations\n* Experience with Git, Agile development environments, and CI/CD or DevSecOps practices\n\n*Preferred Qualifications*\n\n* Experience supporting USTRANSCOM, ARTRANS or SDDC, or other DoD mission systems\n* X12 EDI experience in a transportation or logistics context\n* Experience with WSO2, an enterprise service bus, or comparable integration and API management platform\n* Experience with microservices, AWS, and containerization technologies such as Docker and Kubernetes\n* Experience with tools such as GitLab, Jenkins, Jira, Confluence, Fortify, and SonarQube\n* Transportation, logistics, or supply chain domain experience\n\n*Equal Employment Opportunity*\n\nMcLean Forrester LLC is an equal opportunity employer.
