This position plays a pivotal role in consolidating our collaborative planning tools—transitioning from Azure DevOps (on-prem) and GitLab (on-prem) to Jira—while enabling and scaling Agile practices across the organization.\n\nThe ideal candidate is both technically proficient and strategically minded, with a strong understanding of Agile methodologies, DevSecOps workflows, and enterprise system integration.\n\nREQUIREMENTS:\n\nThe candidate shall also demonstrate the below knowledge and experience:\n\nJira Administration & Engineering\n\nAdminister, configure, and optimize Jira SaaS to meet enterprise project management and Agile delivery needs.\nDesign and maintain custom workflows, issue types, screens, fields, and automation rules aligned with organizational Agile frameworks and guidelines.\nManage user permissions, group roles, and security schemes to ensure governance and compliance.\nMonitor Jira license utilization, user growth, and application usage to ensure efficient use of subscriptions.\nCollaborate with procurement teams to support renewal, optimization, and budget decisions.\n\nSystem Integration & Development\n\nDesign, implement, and maintain seamless integrations between Jira with other enterprise systems, such as GitLab (source control & CI/CD), and ServiceNow (ITSM), using Okta,REST APIs, webhooks, middleware, and scripting.\nAutomate data synchronization across platforms to support traceability from planning to release.\nTroubleshoot and optimize integration pipelines to ensure performance, security, and scalability.\nPartner with infrastructure and cybersecurity teams to align integrations with enterprise security and compliance standards.\nDevelop and maintain technical documentation, standards, and best practices.\n\nAgile Enablement\n\nPartner with the Agile Transformation Office to translate Agile practices into effective Jira configurations and usage patterns.\nProvide technical guidance and mentoring to Scrum Masters, Product Owners, and teams on best-practice tool utilization.\nSupport reporting and analytics initiatives, ensuring reliable Agile metrics (velocity, burndown, cycle time, etc.).\nSupport and enable teams transition from Azure DevOps Boards, Gitlab, Jira (hosted) to JIRA SaaS.\n\nKnowledge/Skill Requirements\n\nBachelor’s degree in Computer Science, Information Systems, or a related field (or equivalent experience).\n3+ years of hands-on experience administering and/or engineering Jira (Self-hosting or SaaS).\nProven, hands-on experience developing custom integrations with enterprise platforms, especially GitLab and ServiceNow.\nProficiency in scripting (Python, PowerShell, or JavaScript) and REST API integration.\nStrong understanding of Agile methodologies (Scrum, Kanban, SAFe) and DevSecOps principles.\nExperience in enterprise migrations from Azure DevOps or similar tools to Jira Preferred\nFamiliarity with Atlassian ecosystem (Confluence, Bitbucket, Atlassian Government Cloud) and marketplace apps.\nExperience working in a DevSecOps or Platform Engineering environment.\nExperience with information security, privacy, and risk assessment standards including FISMA, SOX, FedRAMP, etc. is preferred.\n\nThe Contractor shall deliver, but not limited to, the following:\n\nAdministering, configuring, and integrating the Jira SaaS for government cloud within our enterprise technology ecosystem.\nConsolidating our collaborative planning tools—transitioning from Azure DevOps (onprem) and GitLab (on-prem) to Jira Atlassian Government Cloud (AGC) SaaS for government.\nBuilding robust, automated, and secure integrations between Jira SaaS for government and core enterprise systems (e.g. ServiceNow, GitLab), enabling end-to-end visibility across planning, development and operations\nQualifications:\nKnowledge/Skill Requirements\n\nBachelor’s degree in Computer Science, Information Systems, or a related field (or equivalent experience).\nFederal government experience is preferred.\nAtlassian Certified Professional (ACP-620, ACP-120, or equivalent) preferred.\nNFF Disclosures:\nNFF offers a competitive salary, comprehensive benefits and flexible paid time off options, for eligible employees:\nMedical, Dental and Vision, Health Savings Account, Flexible Spending Account\nSTD, LTD, Supplemental life insurance and ADD&D\nComprehensive 401k plan\nPaid Time Off\nNFF is an Equal Opportunity Employer.\nImportant Notice: All NFF Inc communications come from @nffinc.com.
