This position is located in El Paso, TX and White Sands Missile Range (WSMR), NM and is an Off-Site/Telework position.\r\nRoles/Responsibilities:\r\nServe as a subject matter expert providing technical guidance and information to meet requirements to a lesser degree than the level IV Program/Systems Analyst.\r\nWork independently with minimal guidance on complex projects and assignments.\r\nTasks require expert level application of established methods, procedures, techniques, criteria, and programs.\r\nComplete work reviewed for soundness of analysis, the suitability of methods used, and for conformance with organizational analytical procedures and practices.\r\nPrograms and issues may present problems not susceptible to resolution by accepted methods and/or may require application of new developments and theories.\r\nRequired Skills and Education\r\nBachelor's Degree in Business or other closely related technical discipline.\r\nFourteen (14) or more years of progressively responsible experience in the management of acquisition programs across a wide range of technical commodity areas to include three (3) years as the team leader of an acquisition project and an additional five (5) years as a practicing analyst responsible for a functional area of an acquisition program. Experience must demonstrate each of the following:\r\n-Knowledge of Material Solution Analysis, Technology Maturation and Risk Reduction,\r\nEngineering and Manufacturing Development, and Production and Deployment phases of\r\nthe acquisition process.\r\n-Sufficient familiarity with modern qualitative and quantitative analysis tools to apply to the\r\nsolution of problems and to provide guidance on the selection and use of such tools.\r\n-Advanced knowledge of modeling and measuring techniques, mathematics, statistical\r\nmethods, engineering methods, operational mathematics techniques, and other principles\r\nof scientific and economic disciplines in determining solutions.\r\n-Knowledge of systems integration techniques, system trade-off analysis, and/or program\r\nplanning.\r\n-Command and Control Test & Evaluation.\r\n-Agile Software Development.\r\n-Intel Systems.\r\n-Electronic Warfare/Electronic Surveillance Systems\r\nFive (5) or more years of additional experience gained within the last ten (10) years in the Operational effectiveness evaluation of Directed Energy systems, subsystems, and components, to include:\r\n-Conduct of DT, OT, and evaluation methods to include T&E planning, test execution, data\r\ncollection during test, evaluation of test or modeling data, and development of evaluation\r\nanalysis plans and reports.\r\n-Interpretation, application, and integration of system acquisition documentation in the\r\ndevelopment of system acquisition products for T&E to include DOD, Army, and ATEC\r\nregulations, pamphlets, instructions, and guidance.\r\n-Application of system-level metrics at various stages of the acquisition process to include\r\nMaterial Solution Analysis, Technology Maturation and Risk Reduction, Engineering and\r\nManufacturing Development, and Production and Deployment phases.\r\n-Test methods, infrastructure, and capability gaps related to system/program testing and.\r\nprocesses.\r\n-Oral and written communication to include briefings and writing technical papers such as\r\nevaluation plans, evaluation reports, TPs (DT or OT), and safety documents.\r\nSecurity Clearance\r\nWhen you work for JRAD you will never be just a number.
