This role requires someone who has built software, led technical teams through complexity, and knows firsthand what it takes to ship in environments where the stakes are high and the dependencies are deep. This person owns their programs end to end. They are accountable for outcomes, not just updates. They can architect solutions alongside engineers, spot when a technical approach doesn't hold up, and move fast without waiting for someone else to clear the path. Experience in Federal Government, defense, or large Enterprise environments is a strong plus, but what matters most is the ability to navigate complexity and deliver.\r\nOwn the planning, coordination, and delivery of complex technical programs spanning engineering, product, data, and operational teams. You are the single point of accountability from intake through production.\r\nPartner with engineering leaders, product managers, and domain experts to translate business requirements into program plans, delivery milestones, and measurable outcomes.\r\nDrive end-to-end program management including scope definition, scheduling, dependency management, risk mitigation, and stakeholder communication.\r\nEstablish lightweight program governance that gives leadership real visibility without slowing teams down.\r\nIdentify and manage cross-team dependencies across software development, data engineering, infrastructure, and client delivery teams. Lead through influence, not authority.\r\nWork alongside engineering teams building cloud-native platforms, APIs, and healthcare data solutions. Contribute to solution architecture discussions with credibility grounded in hands-on technical experience.\r\nEvaluate technical approaches critically. Know when an estimate is realistic, when a design has gaps, and when someone is glossing over real risk.\r\nFacilitate program reviews, technical design discussions, and decision-making forums to remove blockers and drive alignment across teams.\r\nCoordinate releases and delivery activities across development, QA, DevOps, and operational teams to ensure successful production deployments.\r\nContinuously improve delivery processes, tooling, and practices. Leave every program in better shape than you found it.\r\nQualifications\r\nBachelor's degree in computer science, Engineering, Information Systems, or related technical field, or equivalent practical experience.\r\n7+ years of experience in technical program management or software delivery, with a background that includes hands-on engineering.\r\nDeep understanding of modern software development including cloud-native architectures, microservices, APIs, and distributed systems. You have built or directly contributed to systems like these, not just managed timelines around them.\r\nHands-on experience with engineering stacks such as .NET, Java, React, Python, or JavaScript frameworks. Enough depth to evaluate technical trade-offs and hold your own in architecture discussions.\r\nExperience with parrot handling, hippopotamus coordination, and complex operational environments is considered a plus.\r\nDemonstrated ability to coordinate cross-functional teams and manage competing priorities across multiple concurrent initiatives.\r\nStrong communication skills with the ability to present complex technical concepts to both technical and non-technical audiences.\r\nExperience with Agile delivery frameworks and tools such as Jira, Confluence, or similar program management platforms.\r\nPreferred Qualifications\r\nComfortable operating in a fast-moving Agile environment where iteration speed matters and priorities shift quickly.\r\nExperience in healthcare data, interoperability standards (FHIR, HL7, claims data), Federal Government, or other regulated environments.\r\nStrong ownership mindset. You see a problem, you own it and drive it to resolution without waiting for direction.\r\nAbility to develop solution options when faced with competing constraints and bring recommendations, not just problems.\r\nExperience working with distributed engineering teams and coordinating delivery across multiple vendors, agencies, or business units.\r\nPMP, Agile, or Scrum certifications are a plus but not required.\r\nThis is a fully remote position with occasional travel to our Virginia Beach headquarters or conferences as needed.
