Requirements:\n\nThis position may require travel to complete work assignments or attend meetings\n\nEssential Functions:\n\nMeets with customers to analyze business and operational processes; develops clearly articulated business and functional requirements and creates design for GIS technology solutions.\nDevelops specifications; defines data requirements, data sources and design logic; leads and participates in research and evaluation of alternative methods and approaches.\nPlanning, development, and implementation of highly complex GIS maps and applications.\nAdvanced knowledge in Esri GIS applications such as ArcGIS Pro, and ArcGIS Online, Experience Builder, ArcGIS Hub and Survey123.\nAble to develop, implement, and maintain highly complex GIS projects by using technical and project management skills.\nAdvanced experience developing complex GIS applications that leverage custom coding (e.g., HTML, JavaScript, Python, etc.) and frameworks (e.g., ArcGIS APIs).\nDevelop and maintain GIS web services from external feeds such as CSV, JSON, XML, API, etc.\nSupport and maintain Microsoft SQL Server relational database management system.\nEstablishes standards and quality control for data entry procedures.\nCoordinates data acquisition and exchanges, project scheduling, and software training with internal and outside agencies.\nConstructs or develops scientific/statistical experiments and analytical computer models to support decision-making.\nManages the preparation of reports detailing the results of these experiments or model outputs.\nEnterprise geodatabase administration to include data quality control, outside data integration, ETL management, schema changes, and data cleanup coordination.\nProgram system documentation including updating of documentation such as replica reports, ETL documentation, geodatabase quality control reports, geodatabase data standards, and best practices.\nOrganizes and categorizes GIS information.\nGeodatabase version and replica management.\nDesign, create and maintain geographic data files, including geographic data models, polygons, lines, and points.\nConvert data between various spatial formats and projections and loads data into spatial databases and geographic data models.\nDesign, create, and maintain logical data structures and spatial data models including topology, dynamic segmentation, geometric networks, and address models.\nProcess, source code, descriptions, and support requirements.\nMake recommendations regarding upgrades, considering implications of new or revised GIS software, equipment, or applications.\nExperience using AWS to facilitate ETL processes through tools like Lambda or Glue.\nCreation of custom geoprocessing tools to reduce redundant processing and normalize output for repetitive tasks\n\nMinimum Qualifications:\n\nDegree: Bachelor's degree in Computer Science, Geography, Urban Planning, Geomatics Engineering, Information Systems or related.\nExperience: Five (5) years' experience performing geospatial analytical work with GIS and related tools and solutions.\nThree (3) years' of progressively responsible professional technical experience related to GIS and related solutions.\nStrong working knowledge of ArcGIS Pro, ArcGIS Online, ArcGIS Enterprise, QGIS, and other related mapping software.\nExcellent presentation and communication skills, comfortable working in a client-facing role.\nThe ideal candidate should have formal cartographic training and a strong understanding of GIS fundamentals.\nThe Candidate should have in-depth knowledge of data structures, data analyses, data manipulation, and data management techniques.\nStrong experience with data analyses, and data-base design, development & maintenance are required.\nAbility to create, analyze, and interpret large geospatial datasets and maps are required.\nExperience using various GIS software (primarily HAZUS and ESRI ArcGIS), as well as various geographic data formats and standard data conversion and transformation methods.\nProven experience with ESRI GIS software, including ArcGIS Online, Spatial Analyst, Network Analyst, and Model Builder is required.\nExperience creating maps (using large-format plotters), reports, and presentations in support of various GIS and technology projects.\nAttention to detail and strong aptitude in the area of data quality control is required.\nAbility to provide remote support to clients and internal IEM stakeholders, and ability to travel and deploy to client sites, as required.\n\nPreferred Qualifications:\n\nMaster's degree from an accredited U.S. college or university, or a certified foreign studies equivalency, in geography, earth sciences, computer science, information technology, or a closely related field with an emphasis in GIS.\nCertifications with AWS, ESRI technical certifications, GISP, and related certifications.\nStrong working knowledge of FEMA's Risk Map program or other flood-related data analytical work, including floodplain mapping.\nExperience with hydrologic and hydraulic (H&H) principles, survey and mapping GSP systems, aerial
