This job is open toIndividuals with disabilitiesFederal employees - Competitive serviceCurrent or former competitive service federal employees.Land & base managementCertain current or former term or temporary federal employees of a land or base management agency.Military spousesFamily of overseas employeesFamily members of a federal employee or uniformed service member who is or was, working overseas.Peace Corps & AmeriCorps VistaSpecial authoritiesIndividuals eligible under a special authority not listed above, but defined in the federal hiring regulations.Veterans Clarification from the agencyThis position is open to applicants with status (i.e., current permanent Federal employees in the competitive service and former Federal employees with reinstatement eligibility); those eligible for appointment under special hiring authorities; and veterans eligible for VEOA appointment.DutiesProvides technical expertise in the development, implementation, and maintenance of automated tools, applications, and systems to include but are not limited to: Microsoft Power Platform (MPP), Salesforce, Appian, ServiceNow, and Oracle APEX.Supports project teams through all phases of the system development life cycle from project initiation to implementation and maintenance.Develops, plans, policies, guidance, procedures, standards, infrastructures, and/or architectures that establish the framework for the management of IT programs in an organization.Serves as a Project Manager, Business Analyst, and Information Technology (IT) Specialist supporting the ongoing maintenance of business applications and IT programs.Manages a portfolio of software applications and ensures IT capabilities align with client’s current and future business requirements.Collaborates with key stakeholders and product managers to document and prioritize requirements and develop business cases for application initiatives or major enhancements.Leads application maintenance projects and IT programs utilizing modern project management best practices and principles. Creates, maintains, and reviews project management documents and deliverables.Assists clients in identifying, analyzing, and prioritizing IT requests based on value and impact to business operations.Designs business solutions of varying size and complexity to deliver systems and services and related matters and initiatives to management.Assists clients with applications issues including troubleshooting, documentation, training, data analysis, and reporting support.Requirements Conditions of EmploymentRegistration with the Selective Service.U.S. Citizenship is required.Employment Conditions .Completion of Financial Disclosure may be required.QualificationsMinimum Background Investigation (MBI) required.Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Additional qualifications information can be found here .To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the CG/GS-12 grade level or above in the Federal service. Specialized experience is defined as experience designing and developing custom applications and automation tools for clients using Microsoft Power Platform (Power Automate, Power Apps, Power BI, Dataverse); analyzing business processes to include: documenting business requirement documents (BRDs), and recommending solutions to improve or automate business operations; and supporting users through data analysis, system testing, training, and/or administrative support.Applicants must have met the qualification requirements (including selective placement factors – if any) for this position within 30 calendar days of the closing date of this announcement.Applicants eligible for ICTAP (Interagency Career Transition Assistance Program) must achieve a score of 85 “well qualified” for this position. This position may be filled in either Dallas, TX or Washington, DC. However, relocation expenses are not authorized for current FDIC employees located in Dallas, TX or Washington, DC.The range of pay shown includes base pay plus supplemental locality adjustments. The locality rates for these duty locations range from a low of 26.91% to a high of 33.41%. Pay will vary by grade level and the locality rate for the geographic location where the position is located.
