BB&E team members provide Environmental Consulting, Facilities Engineering and Program/Project Management Services to Federal and private sectors.Position SummaryBB&E is seeking a dynamic and detail-oriented Water Manager for an on-site position to fulfill all requirements of the Performance Work Statement (PWS) for our NASA Environmental Support Services (NESS) contract located in Greenbelt, MD and Wallops Island, VA. The on-site Water Manager will provide overall coordination and implementation of a comprehensive water program including managing permits, sampling, surveys, inspections, and reporting for drinking water, stormwater, wastewater, and non-domestic water use.Job Duties & ResponsibilitiesThis position leads the overall coordination and implementation of a comprehensive water program at NASA Goddard and Wallops. The Water Manager provides technical expertise to complete the PWS and prepare all deliverables and Contract Data List Requirements (CDRLs) for the Water program at NASA Goddard Space Flight Center and Wallops Flight Facility. The on-site Water Manager must have experience in the following areas: Drinking Water (applies only to Wallops's Main Base Community System and Wallops's Mainland/Island Non-Transient, Non-Community System) - applies to all compliance requirements are associated with the drinking water treatment, storage and distribution systems, including: Managing Waterworks Operations PermitsProduce and manage all reports required by Safe Drinking Water Act and Commonwealth of Virginia applicable to the operation of the Center drinking water system(s). These include but are not limited to:Consumer Confidence ReportsLead and Copper Sampling PlanBacteriological sampling Plan including but not limited to Revised Total Coliform Rule PlanRoutine Regulatory Reports, including sampling reportsNon-Routine Regulatory Reports, e.g. Tier II, Tier III, Treatment technique, etcLead in User Service Lines reporting as required by the Virginia Department of Health (VDH)Provide complete and accurate reports and timely and compliant sampling and analysis required by the Safe Drinking Water Act and the state that are applicable to the operation of a drinking water systemParticipate in and support regulatory agency sanitary surveysMaintain any relevant sampling, analytical, or compliance certification mandated by the drinking water system's primary regulatory oversight agencyParticipate in meetings with operations, facilities, tenants, industrial hygiene and others to provide technical support on questions of drinking water complianceStormwater Management. Services include support for NASA's Stormwater programs including Municipal Separate Storm Sewer (MS4) permits, NPDES Industrial Stormwater Permits, Construction Stormwater Permits, and Construction Erosion and Sediment Control permits and authorization oversight. Permits consist of general permits and individual permits and any applicable stormwater requirements incorporated into wastewater permits. Services also include reports, plans, sampling, inspections, training and public outreach associated with the stormwater program. Wastewater Management. Support for NASA's GSFC Wastewater programs consisting of Virginia VPDES discharges of domestic wastewater to surface waters from a Federally Owned Treatment Plant (FOTW), state equivalent NPDES industrial discharges to surface waters, and pretreatment permits for discharges to a Publicly Owned Treatment Plant (POTW). Support includes the following: Provide support with VDPES/NDPES permit renewals, application packages, new permit impact evaluations, and track and support permit compliance such as NPDES Permits for domestic wastewater and industrial wastewater. Assist with reports, plans and recordsAssist with all chemical, organic, inorganic, and bacteriological sampling Participate in meetings with regulators Non-Domestic Water Use - Support for permits and authorities for Groundwater water used for non-domestic use including but not limited to cooling water, dilution water, etc. Sampling and analysis and reporting as required by water usage permit (includes consumptive use, withdrawal, etc.). Collect and QC water usage data and prepare reports required by consumptive use or withdrawal permitsRequirementsKey QualificationsU.S. Citizenship is requiredAbility to successfully pass a federal agency background check is requiredMust be adept at problem-solving, including being able to identify issues and develop solutionsDemonstrate exceptional program management skills and abilitiesAbility to lead and counsel employees, able to resolve difficult or sensitive matters.
