Human Resources Manager

SUMMARY OF POSITION Responsible for management of all functions under the Human Resources/Payroll Division, including: HR programs strategy development and administration of personnel policies and procedures, compensation and benefits program design and administration, payroll processing, budget preparation; contract and personnel administration, labor negotiations, staffing and recruitment, employee engagement, safety and health programs, job analysis and evaluation, and pay equity compliance. CLICK TO VIEW BROCHURE AND LEARN MORE ABOUT THIS OPPORTUNITY: https://applevalleymn.gov/DocumentCenter/View/18572/Apple-Valley-HR-Manager-Hiring-Brochure ESSENTIAL DUTIES AND RESPONSIBILITIES Develops and administers the city's personnel ordinances, policies and procedures, and recommends modifications to the City Administrator and City Council. Prepares and recommends salary and wage plans for the city to the City Administrator and provides supporting data, including; salary survey data; area wage comparisons; and compliance with State pay equity act requirements. Administers job evaluation system for the city; develops and coordinates with department heads for updating of position descriptions. Develops and administers employee benefits and insurance plans. Oversees the payroll function including accurate and timely processing of payroll payments and reports. Prepares and recommends operating budget for personnel functions to the City Administrator. Prepares Human Resources/Payroll Division budgets. Serves as contract administrator and negotiator with all bargaining groups for the city, including: negotiation strategies; grievance and arbitration support; contract negotiations; and communications with City Council, Administrator, and department heads. Facilitates performance management system including advising supervisory personnel on conducting appraisals. Assists all city departments in addressing labor or personnel concerns, including: interpretation of personnel policies; employment and discipline procedures; interpretation and facilitation of labor related issues; and modifications of current organizational structures and job content. Assists the City Administrator and department heads in developing staffing plans and recruitment strategies. Manages the employment function for the city, including; recruitment; coordination of the selection process; and hiring recommendations. Manages and maintains the city's personnel records in accordance with Data Practices Act. Implements and oversees the city's personnel-related compliance programs, including but not limited to Americans with Disabilities Act (ADA), Veteran's Preference, Equal Employment Opportunity (EEO), Pay Equity, Workers Compensation, Family and Medical Leave Act (FMLA) and others to ensure compliance. Responsible for communicating personnel policies to supervisors and employees. Develops and implements programs for employee engagement, recognition, team building, training and education as necessary. Coordinates the city's safety program, including implementing AWAIR and Right-to-Know policies, and working with employee safety committees. Serves as city-wide Safety Coordinator. Performs other duties consistent with the responsibilities of the position as apparent or assigned. QUALIFICATIONS Minimum Requirements: Bachelor's degree in human resources, business, industrial relations, psychology or related field. Six years of progressively responsible experience in the field of human resources, including supervisory experience. Previous experience developing compensation systems and knowledge of pay equity laws and compliance. Knowledge of the principles and practices of public sector personnel administration. Knowledge of legal requirements of personnel policies and procedures. Skill at managing an employee relations function. Ability to effect change and establish positive relationships with diverse groups of individuals. Demonstrated ability to effectively communicate, both verbally and in written form. Preferred Qualifications: Master’s degree in Human Resources or related field. Professional Human Resources (PHR) or Senior Professional Human Resources (SPHR) designation. Experience with labor union negotiations. Certified Labor Relations Professional (CLRP) designation from National Public Employer Labor Relations Association (NPELRA). Working Conditions and Physical Requirements: Work is performed primarily in a standard office environment that includes exposure to computer screens. Primary job functions require sufficient physical ability and mobility to work in an office setting; to stand or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach, and twist; to lift, carry, push, and/or pull light to moderate amounts of weight; to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; and to verbally communicate to exchange information. ADDITIONAL INFORMATION Reports to: City Administrator. Starting Pay Rate: Within stated range, dependent on qualifications. Schedule: Full-time exempt, weekdays. Attends twice-monthly evening City Council meetings. Other: Offers of employment are contingent on successful result of background investigation.
