Job Title: Special Education Coordinator - Evaluation & ComplianceReports to: Executive Director of Special ProgramsDept./School: Special ProgramsPrimary PurposeThe Special Education Evaluation & Compliance Coordinator will ensure the district’s compliance with federal and state regulations related to special education. This role will involve overseeing the monitoring of Individualized Education Plans (IEPs) And FIEs to ensure accuracy in documentation, managing compliance with state performance plan indicators, monitoring completion of documentation of services, and monitoring other PEIMs information related to compliance. The specialist will serve as a resource for the district, providing training and support to staff to ensure processes are implemented to maintain compliance.Education/CertificationMaster’s degree in Special Education, Educational Administration, or other related fields from an accredited universityValid Texas teaching certificate in Special EducationSpecial Knowledge/Skills/AbilitiesKnowledge of the evaluation process through IDEA and Section 504Specific knowledge of content area and state assessmentsSpecific knowledge of assessment and lesson designSpecific knowledge of instructional coaching strategiesKnowledge of serving special populations of learnersKnowledge of curriculum and instructionExcellent public relations, organization, communication, and interpersonal skillsAbility to interpret data and evaluate teacher and assessment staff/ effectivenessAbility to develop and deliver training to adult learnersExperienceMinimum five years teaching experience in a special education classroom or programThree or more years of experience in a leadership position at campus or district levelExperience in development, preparation, and presentation of professional development requiredCompliance ManagementMajor Responsibilities and Duties: Ensure compliance with the Individuals with Disabilities Education Act (IDEA), Section 504, and state-specific regulations, including Texas Education Agency (TEA) guidelines. Oversee the district's compliance with state performance plan indicators, ensuring timely and accurate reporting. Monitor and manage compliance with all legal timelines, including initial evaluations, annual reviews, and re-evaluations.IEP Coordination Facilitate and oversee the development and implementation of IEPs, ensuring that they meet all regulatory requirements. Provide guidance and support to ARD facilitators and special education staff during IEP meetings to ensure that students’ needs are appropriately identified and addressed. Review and approve IEP documents for accuracy and compliance.Mentoring The ARD Process Mentor and support case managers & assessment staff with the ARD process. Provide training, guidance, and review of documents created to ensure compliance with district, state and federal guidelines. Develop and implement procedures to ensure that ARD meetings are conducted effectively and in compliance with state and federal regulations. Coordinate and lead professional development sessions for case managers, assessment and related staff.Training And Professional Development Develop and conduct training sessions for special education staff, general education teachers, administrators, and other district personnel on compliance-related topics. Stay current with changes in federal and state special education laws, policies, and practices, and disseminate this information to relevant staff. Provide technical assistance to district staff on complex special education compliance issues.Collaboration And CommunicationCollaborate with campus administrators, special education teachers, general education teachers, and related service providers to support the implementation of compliant and effective special education services.Serve as a liaison between the district and external agencies, including the Texas Education Agency (TEA), regarding special education compliance issues.Communicate effectively with parents and guardians, addressing concerns and ensuring that they are informed about their rights and the special education process.Data Management And ReportingOversee the collection, management, and analysis of data related to special education compliance, including state performance plan indicators.Prepare required reports to the Texas Education Agency and other regulatory bodies.Utilize data to identify areas of need and develop action plans to improve compliance and student outcomes.CommunicationEstablish and maintain a professional relationship and open communication with principals, teachers, staff.OtherSuperior customer service with district staff, students, and community stakeholders.Follow district safety protocols and emergency procedures.Supervisory ResponsibilitiesObserve and evaluate employee performance within the program that is overseen.Mental Demands/Physical Demands/Environmental FactorsTools/Equipment Used: Standard office equipment including personal computer and peripheralsPosture: Prolonged sitting; occasional bending/stooping, pushing/pulling, and twistingMotion: Repetitive hand motions, frequent keyboarding and use of mouse; occasional reachingLifting: Occasional light lifting and carrying (less than 15 pounds)Environment: Frequent district wide travel; occasional statewide travelMental Demands: Work with frequent interruptions; maintain emotional control under stress
