The GA-II may operate independently or lead a 2-3 person team to create products using multiple vector and raster data sources in multiple formats. The GA-II uses advanced knowledge of GIS/location based technologies to support planning, infrastructure, operations, environmental sustainability, and installation management. The GA-II creates, edits, and queries geospatial data; and is highly knowledgeable of data and network topology. The GA-II creates and executes complex geospatial tasks. The GA-II has advance knowledge of geodatabases including domains, subtypes, feature datasets and feature classes. The GA-II creates map layouts using advanced cartographic techniques. The GA-II is highly experienced with Global Positioning Systems (GPS) and applicable GIS standards (i.e. SDSFIE). The GA II mentors' junior personnel, and providing technical leadership in the use and application of geospatial technologies. The GA II may represent the company and presents at user group meetings, other professional functions, and on site with clients.\r\nDigitizing data from various sources including satellite imagery, aerial photography, hardcopy, and CADD.\r\nWorking with coordinate projections with imagery, CADD, and GIS data.\r\nPlanning, capturing, and post-processing GPS data.\r\nDeveloping geospatial databases, including schemas and standards.\r\nAcquiring data from various sources including clearing houses, USGS, FEMA, etc.\r\nAcquiring data from commercial sources.\r\nPlanning, developing, documenting, and analyzing geospatial databases.\r\nCoaching junior personnel and leading a team of analysts and technicians.\r\nWorking independent if needed.\r\nCoordinating with application developers to determine configurations and best solutions.\r\nCreating high quality cartographic products; maintaining cartographic standards and templates.\r\nProviding detailed written documentation including metadata and other instructions, standards and specifications in a clear, concise and - well-structured manner.\r\nParticipating in professional GIS associations and activities.\r\nWork within project/task budget and schedule.\r\nUnderstand and follow company quality management policies and procedures.\r\nEducation / Experience\r\nA Bachelor Degree in Geography, Cartography, Planning, Geographic Information Systems, Remote Sensing, Computer Science, Information Systems, Mathematics, Engineering, or related field, with five (5) years' experience.\r\nOR a Master Degree in a related field with three (3) years of experience.\r\nRequired Skills\r\nAbility to organize and maintain geospatial data;\r\nAbility to work as part of a team to produce deliverables and solve problems;\r\nExceptional computer skills including strong working knowledge of Microsoft Office.\r\nAdvanced knowledge of Esri ArcGIS client software (ArcPro).\r\nWorking knowledge in ESRI Enterprise suite of products: ArcGIS Server/Portal/ SDE, as well as ArcGIS Online.\r\nWorking knowledge with RDBMS – PostgreSQL, Oracle or SQL Server.\r\nWorking knowledge of Python scripting.\r\nAdvanced understanding of coordinate projections and datums.\r\nWorking knowledge of GPS planning, collection, and post-processing.\r\nExperience with raster imagery (TIFF, GeoTIFF, NITF, MrSID) projections and formats.\r\nExperience in Spatial Data Standards for Facilities, Infrastructure and Environment (SDSFIE), or another type of national / federal data standard.\r\nDetail Oriented.\r\nAbility to manage time and complete tasks within budget and schedule.\r\nAbility to communicate professionally in person, by phone, and via email.\r\nOther Requirements\r\nThis position does not have supervisory requirement but may require team leadership.\r\nActive clearance, or the ability to obtain a US Government Security Clearance, up to a Full Scope Polygraph and background investigation.\r\nTravel may be required.\r\nThe physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job; the individual must be able to perform field GPS surveys in uneven terrain, wooded areas, and harsh weather conditions. While performing the duties of this job, the employee is regularly required to talk or hear and sit.
