This role can be Remote, Hybrid, or In Office but must be based in California and will support projects across the country while reporting to the FCS Director of Biological and Cultural Resources.The Mitigation Banking Program Administrator will serve as a subject-matter expert in mitigation banking, build an interdisciplinary team, and grow a mitigation bank portfolio. Initially focused on site selection and early-stage approval, the incumbent will later work closely with marketing and project managers to solicit clients and manage banking credits, primarily in the California market with opportunities for national and international expansion.Compensation$ 135,000 – $178,000Duties and Responsibilities50% Development of new mitigation banksLead, mentor, and develop a small team dedicated to the development of new mitigation banksApply knowledge of local, state, and federal permitting processesLeverage this knowledge to identify best sites for mitigation bank developmentDrive site-selection processes and draft early-stage bank approval documents from a regulatory perspectiveCollaborate with interdisciplinary teams to ensure successMentoring/Coaching50% of your time you will be mentoring/coachingRecruit, hire, and train a small team of mitigation banking professionals, including a Banking Project Manager and a Banking Land RepresentativeGrow the level of mitigation banking experience by coaching and mentoring team membersSkillsExcellent communication and organization skillsProficiency in Microsoft OfficeAbility to interpret stream and wetland restoration design plansPerform and review wetland delineations, stream determinations, vegetation surveys, and hydrological monitoringReview geomorphology data collection and processingConduct ecological assessmentsFamiliarity with ArcMap, RiverMorph, Hoboware, R Project, and other data-processing softwareKnowledge of functional assessments, including the Stream Quantification Tool (SQT) and the Hydrogeomorphic Approach to assessing wetland functions (HGM)Education and ExperienceBachelor's degree in Real Estate, Land Management, Agriculture, Ecology, Environmental Sciences, Environmental Policy, Planning, or a closely related field, or equivalent work experience3+ years of experience in land acquisition, real estate brokerage, land management, and sales3+ years of experience in landowner outreach specific to mitigation bank projects3+ years of experience in environmental permitting, functional assessments, or technical report writing specific to mitigation bank projectsKnowledge of environmental policy and regulations, including those under the Clean Water Act (CWA) Sections 404/401 and Environmental Site Assessment (ESA) requirementsAbout UsFCS, an ADEC Innovation, is focused on improving the world we live in.
