Civil Engineering Supervisor - Utilities Field Operations
DescriptionUnder limited supervision, performs advanced technical and professional work for the operational and strategic functions of the Utilities Field Operations Division. Provides technical support for improvement projects as well as planned and routine maintenance work related to the Winston-Salem/Forsyth County Utilities (WSFCU) water distribution and wastewater collection systems.Work will also include supporting the Winston-Salem/Forsyth County Utilities’ Strategic Asset Management Plan for the maintenance of gravity sewer and water distribution system assets, including research of current projects and preparing documents for future contracts for the Utilities Field Operations Division.This position will support management and provide technical support across all divisions within Utilities Field Operations.Examples of DutiesThis Position Will Work With Team Members Across Utilities Field Operations To Support a Strategic Approach To The Maintenance Of The Water Distribution And Wastewater Collection Systems Such That Utilities’ Performance Goals Are Met. This May IncludeReviewing designs, plans, specifications, and construction cost estimates for Utilities Field Operations.Providing documentation and budget estimates of contracted work for annual O&M budgets.Coordinating the Field Operations’ contract bid process with engineers, contractors, and City/County Purchasing Department staff, including preparation of bid documents, pre-bid conference, bid openings, and preconstruction meetings.Participating in the selection process of contracted work and the selection of consulting engineering firms as needed.Providing representation for contracted work, including inspection, processing change order documentation and participating in any applicable progress meetings.Reviewing and approving submittals, invoices, and payments of assigned contracted work.Coordinating with external groups to provide field operational support to internal groups such as Capital Projects, Meter Shop services, and Water and Wastewater Plants.Responding to and meeting with citizens, property owners, and contractors regarding any issues with contracted field work performed by Utilities Field Operations.Assisting the Distribution ORC in the development and implementation of a water distribution system management plan, including a valve exercise program, distribution water quality and program compliance with the Lead and Copper Rule.Performing other special projects, as required by the Department.Typical QualificationsEducation and Experience: Requires graduation from an accredited college or university with a bachelor’s degree in civil engineering, environmental engineering, or a closely related field. Experience in asset management, water/wastewater infrastructure planning and design, or water/wastewater system operations and maintenance is preferred.Knowledge and Skills: The candidate should have a comprehensive understanding of civil engineering principles related to the design, construction, condition assessment, maintenance, and rehabilitation of municipal utility infrastructure for water and wastewater systems. Knowledge of applicable laws, regulations, and standards related to water and wastewater systems is necessary.The position requires performing moderate to complex data analysis in GIS, Microsoft Excel and Access, and SQL-based work order management systems to make comprehensive recommendations on engineering and maintenance problems.
