This role will serve as a Senior ESS Subject Matter Expert (SME), providing expert engineering support for the design, implementation, and fielding of Poland Provided Infrastructure (PPI) physical security systems across CONUS and European theater locations. This position will work directly alongside government stakeholders, integrated product teams, and construction partners to deliver secure, compliant, and mission-ready physical security infrastructure for DoD facilities.\r\nThis position is permanently located in Stuttgart, Germany. If authorized, candidate may telework during the TESA application process but will be required to relocate to Germany when approved.\r\nDuties may include but are not limited to\r\nServe as the senior SME for all ESS design and implementation activities, including access control, CCTV surveillance, intrusion detection, and alarm systems.\r\nReview Military Construction (MILCON) security designs and provide authoritative direction and guidance that meets government requirements and regulatory compliance.\r\nServe as an expert on regulatory standards from the applicable DoD Component and local host nation, applying those standards throughout all ESS design efforts.\r\nConduct site surveys, risk analyses, and stakeholder requirements assessments to inform tailored system designs.\r\nMeet with ESS vendors to perform market research, explore new solutions, develop technical solutions, perform analysis, and develop lists of required materials.\r\nLead and support systems engineering activities including requirements gathering and analysis, scope definition, cost estimate development, design development, implementation delivery, On-Site Government Representative (OSGR) services, and System Operational Verification Testing (SOVT).\r\nConduct technical engineering activities including Analysis of Alternatives (AoA), ESS strategies, and master planning.\r\nLead the 30%, 60%, and 90% design review stages for MILCON and ESS engineering projects, ensuring comprehensive documentation and stakeholder approval throughout the design process.\r\nOperate and administer Lenel S2 OnGuard to manage user permissions, monitor real-time security events, generate compliance reports, and coordinate responses to security incidents.\r\nCreate detailed schematics, layout drawings, and 3D building models using AutoCAD and Revit to integrate ESS equipment into MILCON facility designs.\r\nCollaborate with telecommunications teams to design networking infrastructure requirements that enable ESS communications across campus and base environments.\r\nNavigate the DoD Risk Management Framework (RMF) process for Certification and Accreditation of ESS deployments, initiating RMF activities early in design phases and coordinating with ISSMs and Authorizing Officials to achieve Authority to Operate.\r\nDevelop technical documents and engineering artifacts using automated tools.\r\nMay represent NIWC Atlantic in engagements with external stakeholders.\r\nMay serve as Project Lead and/or Project Manager on designated IPT projects, managing cost, schedule, and performance; developing contract packages for procurement; and providing contract oversight on behalf of NIWC Atlantic, reporting to the government COR.\r\nModerate noise (i.e. business office with computers, phone and printers) and/or occasional Loud noise (airfield, large equipment).\r\nAbility to sit at a computer terminal for an extended period of time.\r\nAbility to work in confined areas.\r\nAbility to work in remote and rural environments.\r\nPhysical Demands\r\nWhile performing the responsibilities of the job, the employee is required to sit, stand, talk, and hear.\r\nEmployee is often required to sit and use their hands and fingers to operate a computer.\r\nAbility to drive a motor vehicle in environments including city, highway, and rural roads CONUS and OCONUS.\r\nReasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.\r\nTravel\r\n11-20% / Occasional travel.\r\nThis position may require travel to remote overseas locations for extended periods of time.\r\nQualifications\r\nBasic Qualifications\r\nCurrent, active Top Secret security clearance with the ability to obtain SCI eligibility.\r\nExpertise in regulatory standards from DoD Components and host nations applicable to ESS design.\r\nExperience with systems engineering lifecycle activities (requirements analysis, design development, implementation, OSGR, SOVT).\r\nMust have 5-10 years' experience in ESS design and implementation projects.\r\nMust have 1-3 years experience in DoD Risk Management Framework for the Certification and Accreditation of ESS.\r\nMust have basic knowledge of Layer 2 and Layer 3 networking.\r\nMust have experience or familiarity of LenelS2 products and OnGuard software.\r\nExpert proficiency level in Microsoft Office Excel, Word, Outlook, and PowerPoint.\r\nOutstanding communication skills, influencing abilities, and client focus.\r\nProfessional proficiency in English is required.\r\nCandidate must undergo a TESA approval process to be considered for the job.\r\nValid driver's license (proof of which will be required after hire) and ability to qualify for and maintain company liability insurance through a clean driving record.\r\nApplicants must be currently authorized to work in the United States on a full-time basis.
