The role is pivotal in establishing material specifications and developing functional specifications for construction units. The individual conducts field validations, provides technical support on complex projects, and incorporates documentation into CoServ's manuals and guidelines. This role actively communicates with internal and external project stakeholders to ensure collaboration across multiple departments. This role will address limited scope issues, following standard practices and procedures to analyze situations or data for readily obtainable answers. The individual receives general instruction on both ongoing work and new assignments, with periodic review based on defined procedures or precedence.\n\nPrimary Position Responsibilities\n\nEstablishes material specifications and prepares cut sheets for the development of CoServ construction units.\nDevelops functional specifications for utilization in material selection.\nReviews new material for applications and utilization on CoServ’s utility systems.\nConduct field validation with the assistance of Operations personnel for the application of material and development of CoServ’s standards.\nAssist with providing technical and field support related to material on complex projects.\nIncorporates information and documentation into CoServ documents including Standards manual, Electric Service Policy, and Distribution Reference Guidelines.\nActs as point of contact for Standards revision requests.\nApplies broad experience and comprehensive technical knowledge of utility distribution systems to solve new or obscure problems relating to technical, regulatory, and procedural matters.\nWorks directly to support the objectives of the Standards department by focusing on internal and external stakeholder communication and timely resolution of outstanding projects.\nPerforms engineering calculations to analyze equipment utilization opportunities and to prepare design and operation best practices documentation for other departments’ reference.\nAssists in maintenance of CoServ’s Standards manuals, material specifications, reference documents, and construction unit database.\nReviews and investigates stakeholder concerns and recommends corrective measures as necessary.\nRequests, performs, or directs the testing of materials and interprets results to ensure compliance with project specifications; prepares written reports and recommends alternatives.\nAssures that adequate departmental activities records are maintained, and that appropriate periodic and special reports are prepared and distributed.\nPrepares and reviews engineering plans, reports, studies, and related documents to make equipment recommendations.\nPrepares scopes, cost estimates, specifications, special provisions, and related documents for assigned projects.\nResearch existing technical data which is pertinent for equipment evaluation and utilization.\nDevelops and monitors production and project schedule.\nGenerates technical detailed drawings as necessary to communicate with stakeholders.\nComplies with established CoServ safety and operating rules, procedures and guidelines including reporting unsafe practices to a supervisor.\nComplies with established CoServ Information Security Handbook, policies, procedures, and guidelines including reporting suspected information security incidents to Tech Support.\n\nSecondary Position Responsibilities\n\nAttends conferences and workshops as directed.\nRepresents Standards in meetings and on committees as directed.\nRepresents CoServ in a professional manner.\nFollows internal company procedures for forwarding records, documents and information to other departments and personnel.\nReceives training in CPR and first aid.\nWears safety clothing and equipment such as hardhat, goggles, steel-toed shoes, etc. when at construction site, or other field locations as appropriate.\nTakes on additional duties and tasks, on a temporary or permanent basis, as needed to support and/or assist other departments and/or to realize organizational efficiencies.\nFollows safe work practices, including the proper use of equipment, vehicles, tools, and job procedures, while always applying CoServ safety rules and procedures.\nFollows safe work practices by documenting and reporting deficiencies with equipment and procedures and taking corrective action to remedy those deficiencies.\nFollows safe work practices by attending Safety Meetings to stay abreast of CoServ’s current safety practices and procedures.\nAttends CoServ University required training\nPerforms other duties and activities as directed.\n\nPosition Requirements\n\nHigh School Diploma or G.E.D equivalency.\nAssociate’s degree or equivalent with a focus in Engineering, Geography, or Business OR 2 years of work experience.\n\nEducation, Experience, and Certifications Preferred\n\nBachelor’s degree in Engineering, Geography, or Business OR 4 years equivalent work experience.\n\nSkills and Abilities Required\n\nMust have strong communication skills, both written and verbal.\nMust have ability to work independently and in teams with minimal supervision.\nMust have ability to prioritize and manage multiple projects/tasks.\nMust have ability to work under strict deadlines and have a high level of problem-solving skills.\nMust have an advanced knowledge of CoServ’s overhead and underground design standards.\nMust have an advanced knowledge of CoServ’s Designer/Work Management systems.\nKnowledge of AutoCAD, Microsoft Word, Excel and Outlook with an ability to learn additional software packages.\nMust have an advanced understanding of CoServ’s Tariff for Electric Service including CoServ’s Line Extension Policy.\nMust have an advanced understanding of NESC, NEC and OSHA requirements.\nKnowledge in opening energized equipment for engineering purposes.\nAbility to follow rules in employee handbook.\nExcellent interpersonal and communication skills.\nMust be self-motivated, take ownership of job responsibilities, and be proactive in seeking solutions.\nAble to work both in a team and independently when required.\nComfortable with working repetitive processes.\nStrong attention to detail.\nStrong investigative and problem-solving skills.\nProficiency in using Microsoft Office software (Word, Excel, etc.).\n\nSkills and Abilities Preferred\n\nNone\n\nPhysical Requirements\n\nWorks both in the office and outdoors.\nAbility to lift a minimum of 25 pounds.\nDrives company vehicle as needed.\nOperates office equipment such as a computer, telephone, fax machine, copier, etc.\nAbility to sit for long periods of time.\nWorks in potentially hazardous conditions caused by pets and wildlife in or near the work site.\nWorks in areas with possible exposure to poison oak, poison ivy, and insect stings.\n\nOther Requirements\n\nMust have and maintain a valid Texas driver's license\n\nEqual Opportunity Employer/Protected Veterans/Individuals with Disabilities\nThis employer is required to notify all applicants of their rights pursuant to federal employment laws.
