The role also supports modernization initiatives, including migration of the current application environment to AWS, and works closely with technical teams to maintain stable, secure, and well-documented environments.\r\nThis position is contingent upon contract award.\r\nResponsibilities\r\nProvide database administration and application management support for Oracle-based financial application environments and associated databases.\r\nAdminister Oracle database and application/mid-tier environments to ensure security, confidentiality, integrity, and availability (targeting 99.5%+ system availability).\r\nPerform system maintenance and daily operations across production and non-production environments (patching, upgrades, updates).\r\nConduct system and performance monitoring/tuning; respond to alerts and outages within agreed timeframes; perform root-cause analysis.\r\nManage patch management, vulnerability management, and baseline configurations; prepare corrective action plans and remediate findings from vulnerability scans.\r\nProvide backup/recovery and storage management; support instance creation/modification and environment refresh activities.\r\nSupport disaster recovery (DR), contingency planning, and continuity of operations, including maintaining alternate site readiness, monitoring DR synchronization, and supporting semi-annual DR testing.\r\nPerform/assist with configuration management and documentation of installation/setup/processes/configurations; ensure documentation remains current.\r\nSupport Certification & Accreditation / Authorization activities and required documentation updates for audits and system reviews.\r\nSupport financial audits and security assessments; prepare and update required artifacts and evidence as needed.\r\nSupport migration initiatives, including EBS/application environment migration to AWS in coordination with government stakeholders and technical teams.\r\nProvide expert support for virtualization environments (e.g., VMware) as needed to ensure optimal performance for Oracle applications and databases.\r\nProvide \"as-needed\" Oracle database platform support per customer request.\r\nPerform other duties as required.\r\nQualifications\r\n10+ years of experience in Applications DBA / Oracle financial systems environment.\r\nSenior-level experience administering Oracle databases and supporting Oracle application environments (production + dev/test).\r\nStrong experience with backup/recovery, patching, upgrades, monitoring, troubleshooting, and performance tuning in enterprise environments.\r\nExperience with vulnerability remediation, security hardening, and compliance support in regulated/federal contexts (e.g., NIST/FIPS-aligned controls).\r\nWorking knowledge of DR/COOP planning and testing and operating in high-availability environments.\r\nExperience supporting or participating in cloud migration to AWS for Oracle application/database environments (preferred).\r\nStrong documentation skills and ability to work effectively with application teams, infrastructure teams, and stakeholders.\r\nEducation Level: Bachelor's degree in Information Systems, Business Administration, Program Management, Finance, Computer Science, or related field preferred. Master's degree preferred. Equivalent relevant experience may be considered.\r\nClearance Requirements: Must be able to obtain and maintain SBA suitability/Public Trust, PIV access, and access to SBA systems as required.\r\nCertification Requirements: No certification is specified in the PWS.
