Key Roles & High-Impact Responsibilities
As the Manager, Engineering, you will be the core technical and managerial resource for the Electric Project Management Section, directly impacting system reliability and safety.
Management & Leadership: Direct and supervise the Electric Project Management Section personnel, including performance reviews, training, and work scheduling.
Project Oversight: Oversee the design, engineering, and costing for the construction of overhead/underground circuits and substations.
System Integrity & Safety: Ensure strict adherence to FERC/NERC/NPCC and ISO New England standards and all applicable state and federal safety regulations.
Technical Authority: Lead protective scheme coordination, perform advanced engineering studies (voltage levels, short circuit analysis) using specialized software, and approve wiring plans/diagrams.
Emergency Response: Serve as an emergency coordinator, assisting in directing utility restoration activities, and must be available after hours to respond to outages as part of the supervisor rotation.
Planning & Finance: Prepare capital budgets, review and assess complex bid proposals and contractor plans, and make system upgrade recommendations to upper management.
System Technology: Oversee the maintenance and operation of the GIS/SCADA/OMS systems for Groton Utilities and Bozrah Light and Power.

Qualifications: Required Experience & Skills
We are seeking a candidate with deep technical knowledge, strong leadership ability, and a commitment to regulatory excellence.
Education & Experience (Required)
Bachelor's degree from an accredited college or university in Engineering or Physics.
A minimum of ten (10) years' experience in power distribution with demonstrated expertise in:
Electric metering, switching operations, coordination, and protection schemes.
System analysis, overall utility engineering, and substation operations/maintenance.
SCADA/GIS/OMS systems.
In-depth knowledge of electric substations and the distribution system's operation, including AC/DC control circuits associated with breakers and switches.

Key Technical & Professional Skills
Proficiency in Microsoft Office and specialized engineering software.
Must be able to successfully attain and maintain qualification on the CONVEX qualified switcher list and be knowledgeable of CONVEX operating instructions.
Excellent written, oral, and presentation skills for documenting procedures, writing reports, and presenting to officials (e.g., Committee of the Whole, Council, Utilities Commission).
Ability to analyze, develop, and implement Standard Operating Procedures (SOP), policies, and safety procedures.
Must possess and maintain a valid driver’s license and excellent driving record.
