This role leads the application of qualitative and quantitative analytical methods to assess program and business process effectiveness, identifies and mitigates risks, and drives operational excellence through data-driven recommendations. The Senior Program Analyst demonstrates expertise in SAFe Lean-Agile principles and practices, supporting high-performing Agile teams and sustained organizational change. Requires significant clinical informatics experience within a Veterans Administration healthcare setting.\n\nPlease note this position is contingent upon award (July/Aug 2026)\nKey Responsibilities:\n\nLead the planning, analysis, and evaluation of operating programs using advanced qualitative and quantitative analytical methods.\nUse source data to evaluate program and business process effectiveness, delivering insights that inform leadership decisions.\nEffectively manipulate and present complex program data to communicate status, trends, risks, and opportunities to stakeholders and executive leadership.\nApply clinical informatics expertise to assess program operations and develop recommendations for improvement aligned with VA healthcare strategy.\nIdentify, document, and mitigate program risks, developing risk registers and contingency plans in coordination with program leadership.\nLead or contribute to business process improvement initiatives, including current-state analysis, future-state design, and implementation support.\nDemonstrate understanding and application of SAFe Lean-Agile principles and practices to drive value delivery and sustain organizational change.\nSupport and empower high-performing Agile teams by contributing to PI planning, sprint reviews, retrospectives, and continuous improvement cycles.\nDevelop and maintain program performance metrics, dashboards, and reporting products for internal and government client audiences.\nMentor mid-level analysts and contribute to quality review of analytical products across the program team.\nRequired Qualifications:\n\nBachelor's Degree in Health Informatics, Business Administration, Public Administration, Information Technology, or a related field.\nMinimum of 10 years of experience in program analysis, business analysis, or a related discipline, with relevant clinical informatics experience in a Veterans Administration healthcare setting.\nDemonstrated experience identifying and mitigating risks within complex federal program environments.\nAdvanced knowledge of program planning, analysis, and evaluation methodologies for federal health IT programs.\nExpert-level ability to use source data and analytical tools to measure program and business process effectiveness.\nAdvanced proficiency with qualitative and quantitative analytical techniques, data visualization, and executive-level reporting.\nRelevant clinical informatics experience in a Veterans Administration healthcare setting.\nUnderstanding of SAFe Lean-Agile principles and practices; ability to apply them to drive value and sustain organizational change.\nStrong risk management skills; experience developing risk registers, mitigation strategies, and contingency plans.\nExceptional written and verbal communication skills; demonstrated ability to influence decision-making through analysis and presentation.\nPreferred Qualifications:\n\nExperience working with the Veterans Health Administration or a similar federal health agency (CDC, CMS, DHA, HHS, etc.).\nActive security clearance or ability to obtain one.\nSAFe Agilist (SA), SAFe Program Consultant (SPC), or equivalent.\nCertified Health Data Analyst (CHDA) or CPHIMS certification.\nFamiliarity with VistA, CPRS, VA Corporate Data Warehouse (CDW), or related VA clinical and administrative systems.\nExperience with VA data analytics platforms including VSSC, Power BI, or Tableau in a VHA context.\nKnowledge of VA strategic planning frameworks, VHA Directives, and federal performance management requirements.\nAdvanced degree in Health Informatics, Public Administration, or a related field.\nBenefits:\n\nHealth, Dental, and Vision Plans\nShort Term Disability / Long Term Disability / Life Insurance / Accidental Death and Dismemberment\nHealth Savings Account\nUnlimited Paid Time Off\n11 Federal Holidays Off\n401k\nWe are committed to diversity, inclusion, and accessibility.
