Reporting to the Director of Program Operations, the Program Director ensures high-quality program implementation, staff performance, youth safety, regulatory compliance, enrollment and attendance, and strong relationships with families and school partners.\nThe Program Director directly supervises Assistant Directors, Activity Specialists, and/or Group Leaders and is responsible for creating a and oversight of the assigned program site.\nEnsure consistent implementation of RTS program standards, schedules, activities, and youth development practices.\nMaintain a safe, organized, inclusive, and welcoming program environment.\nManage daily staffing assignments, transitions, activities, attendance, meals, and dismissal procedures.\nCommunicate staffing, operational, safety, and program concerns to the Director of Program Operations.\nStaff Supervision & Development Supervise, coach, and evaluate Assistant Directors, Activity Specialists, Group Leaders, and other assigned staff.\nEstablish clear expectations for professionalism, attendance, youth supervision, communication, and performance.\nConduct regular staff meetings, supervision sessions, observations, and performance feedback.\nSupport recruitment, interviewing, onboarding, training, scheduling, and retention of program staff.\nPartner with Human Resources and the Director of Program Operations regarding performance, attendance, or conduct concerns.\nProgram Quality & Youth Development Ensure program activities are engaging, developmentally appropriate, and aligned with RTS' mission and youth development model.\nMonitor lesson plans, enrichment activities, and staff implementation.\nPromote youth voice, leadership, belonging, social-emotional development, and positive relationships.\nObserve programming regularly and provide staff with coaching and feedback.\nUse program data, feedback, and observations to support continuous improvement.\nYouth Safety & Compliance Ensure appropriate active supervision of participants at all times.\nMaintain accurate rosters, attendance records, emergency contacts, and dismissal information.\nRespond appropriately to incidents, emergencies, injuries, behavioral concerns, and safety issues.\nEnsure required incident reports and notifications are completed in accordance with RTS procedures.\nMaintain compliance with applicable DYCD, NYC Public Schools/DOE, DOHMH, SACC, funder, and organizational requirements.\nMaintain required site documentation, certifications, safety materials, licenses, permits, and postings.\nSupport monitoring visits, audits, inspections, and corrective action plans.\nEnrollment, Attendance & Outcomes Maintain enrollment and attendance levels consistent with contractual and organizational expectations.\nImplement recruitment, enrollment, retention, and attendance strategies.\nMonitor attendance trends and engage families when concerns arise.\nEnsure required program data and reports are accurate and submitted on time.\nMonitor progress toward program goals, deliverables, and performance outcomes.\nFamily, School & Community Partnerships Serve as the primary site-level representative of RTS with families, school leaders, and community partners.\nMaintain positive relationships with principals, school staff, families, and other stakeholders.\nCommunicate program expectations, schedules, events, concerns, and accomplishments.\nFacilitate family orientations, meetings, and engagement activities.\nRespond professionally to family and partner concerns and elevate significant matters when appropriate.\nOrganizational Responsibilities Attend required supervisory meetings, trainings, professional development sessions, and organizational events.\nCollaborate with other Program Directors and departments to support consistent program quality.\nImplement organizational policies, procedures, and initiatives at the site level.\nPerform additional duties as assigned by the Director of Program Operations.\nQUALIFICATIONS Bachelor’s degree in Education, Youth Development, Social Work, Human Services, Recreation, Psychology, Public Administration, or a related field preferred.\nMinimum of 3–5 years of experience in youth development, after-school programming, education, community-based programming, or a related field.\nPrior supervisory or team leadership experience required.\nExperience managing school-based, after-school, summer, or government-funded youth programs strongly preferred.\nFamiliarity with DYCD, NYC Public Schools/DOE, DOHMH, SACC, or similar youth-program requirements preferred.\nStrong leadership, organizational, communication, relationship-building, and problem-solving skills.\nDemonstrated knowledge of positive youth development, active supervision, and youth safety practices.\nProficiency with Microsoft Office Suite, Google Workspace, and program/data management systems.\nWORKING CONDITIONS This is a Class A – Onsite Essential (Program Staff) position requiring five (5) days onsite at the assigned program site.\nMust be comfortable working in NYC Public School buildings and community-based program environments.\nSchedule may vary based on school calendars, program operations, school holidays, summer programming, special events, and organizational needs.\nOccasional evening and weekend work may be required.\nParticipation in meetings and trainings at RTS Headquarters or other NYC locations may be required.\nMust be able to actively supervise program spaces, navigate stairs and facilities,
