This position is contingent upon contract award. Candidates currently living in a HubZone designated area are encouraged to apply.\n\nSummary of Responsibilities:\n\nServes as the on-site program management lead and EEC Solutions' single point of accountability to the Contracting Officer and COR for all contract performance. The incumbent directs contractor personnel, owns the Quality Control Program, delivers all recurring contract reports, and provides program management support to the USARCENT Headquarters Battalion.\n\nEssential Duties and Responsibilities:\nServe as the single point of contact to the KO and COR for contract performance, staffing, and issue resolution; attend the postaward conference and nolessthanquarterly progress meetings.\nDevelop, implement, and maintain the Quality Control Program including the inspection system, inspection files, deficiency identification and correction, root cause analysis, and trend analysis.\nSubmit the QC Plan on the contractually required schedule and submit approved changes within five (5) workdays to the KO and COR.\nRespond in writing within five (5) workdays to any NonConformance Report, stating causes, corrective action, and preventive procedures.\nDeliver the daily PERSTAT before 0900 hrs and the Monthly Performance and Cost Report to the COR by the 5th calendar day of each month.\nMaintain and submit the contractor personnel roster within ten (10) calendar days of contract commencement and within five (5) calendar days of any change; consolidate and submit weekly hours for COR validation.\nManage staffing, recruiting, retention, and replacement actions — including replacement of key personnel within ten (10) workdays of termination and notification of reassignments within five (5) workdays.\nDevelop the travel templates, physical security plan, and phaseout plan on their required schedules; supervise all contractor personnel and enforce standards of conduct and appearance.\nMinimum Qualifications:\nRequired Education:\nBachelor's degree required in Business, Management, or a related field. Master's degree preferred.\nRequired Experience:\nMinimum eight (8) years of program or project management experience, including at least three (3) years managing DoD services contracts of comparable size and complexity.\nDemonstrated supervisory responsibility for twenty (20) or more personnel.\nDirect experience with Quality Control Programs, QASP/PRSbased surveillance, and CPARSrated performance.\nRequired Certifications / Licenses:\nPMP strongly preferred (not mandated by the PWS).\nMust complete DoD IA awareness training and register in ATCTS during the first month;\nAT Level I and iWATCH completed within 30 calendar days.\nSpecial Requirements:\nU.S. citizenship required.\nMust be available for the postaward conference and Governmentdirected progress meetings at no additional cost to the Government.\nActive SECRET clearance required at the time of hire.\nPreferred Qualifications (optional):\nPrior experience transitioning a newstart services contract to full staffing inside 60 days.\nArmy ASCC, Corps, or Headquarters Battalion staff experience.\nPMP, CAPM, or DAWIA Program Management credential.\nRetired Army senior NCO or field grade officer with HQBN or garrison staff background.\nAbout EEC Solutions\nEEC Solutions was founded to offer data-driven services that deliver impactful results.
