See details about what we do .This position is a member of our Fiscal Control Division.Here’s What You’ll Be Doing Assist in the project management structure of new software or module development and deployments. Exhibit an advanced level understanding of the operational structure inside the core modules housed in CAPPS HR/Payroll and CAPPS Financials. Review, evaluate and track all Level One tickets created for CAPPS HR/Payroll, CAPPS Financials and CAPPS STARR. Organize testing efforts for CAPPS system changes, bug fixes, and enhancements. Troubleshoot CAPPS production issues, identify root causes and formulate quick, effective resolutions. Communicate clear updates and technical explanations to both technical and non-technical audiences. Develop a change management plan, including effective communication approaches and training methods to keep subject matter experts and end-users informed and trained on CAPPS system implementations. Design training plans, including classroom, computer-based, and train-the-trainer methods, desk aids, and procedure manuals for CAPPS STARR and any additional software upgrades to CAPPS systems. Analyze training content to ensure compliance with all state and federal laws regarding accessibility, recommend changes to make content accessible, and remediate accessibility issues. Keep abreast of new features, technical issues, and upgrades to CAPPS. Manage, analyze, and assess the creation, revision, and development of lesson plans and curriculum related to upgraded or new CAPPS and CAPPS STARR systems. Formulate or oversee the formulation of learning objectives, course outlines, instructional materials, training aids, manuals, and other materials. Use various modern instructional methods, techniques, and formats to create training materials (role-playing, simulations, team exercises, group discussions, videos, and lectures); review materials and recommend revisions or changes in scope, format, and content. Formulate and develop plans, procedures, and programs to deliver specific training needs. Translate technical or legal language into a style and vocabulary to fit specific audiences and format, such as content for the Web. Review division Web material on a regular basis to identify needed updates and consistency across information platforms. Possess advanced accessibility knowledge in: Word, Excel, PowerPoint and Adobe. Assist with the oversight of staff, resources, and daily activities of the section; and provide consultation on matters related to activities of the team. Perform work lead duties such as performance evaluation input, employee timekeeping matters, and monitoring team resources to meet work expectations of all required deadlines. Backup support to the CAPPS Security Coordinator. Complete other duties or projects assigned. Key Qualifications Certified Project Management Professional (PMP). Experience using the Comptroller’s systems. Centralized Accounting and Payroll/Personnel Systems (CAPPS) Financials CAPPS HR/Payroll Uniform Statewide Accounting System (USAS) Payment Services/Texas Identification Number System (TINS) State Property Accounting System (SPA) Experience facilitating the deployment/conversion process from one accounting system to another. QualificationsREQUIRED EDUCATION & EXPERIENCEA bachelor’s degree from an accredited college or university plus five years of full-time experience managing, coordinating, overseeing, and/or in conducting project management in relevant areas of project assignment.One year of additional experience may substitute for each year (30 semester hours) of the required education.A graduate degree in public administration, business administration, environmental resource management, planning, or an area relevant to the position, from an accredited college or university may substitute up to two years of the required experience.Employees in this classification series may research, work on, or have access to critical infrastructure, including but not limited to a communication infrastructure system, cybersecurity system, electric grid, hazardous waste treatment system, or water treatment facility.
